The Complexity Factor for this project is 0 The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on February 1, 2023, at 9:00 AM at the Region One/District One Office in Schaumburg. Phase II engineering services are required for work related to contract plan preparation for pavement and bridge preservation projects, development of specifications and estimates, related project support services, and surveying on various projects in District One. Work orders under the blanket agreement will be negotiated and authorized by the department on an as-needed basis. Phase II engineering services are also required for assisting in engineering management and project support as well as other functions as necessary to accomplish Phase II services. The Consultant will be required to provide staff responsible for cost estimating tasks, assisting in project management and QC/QA, CADD drafting, and any other personnel necessary to assist in various plan preparation work tasks as required. It is anticipated that up to 3 individuals may be required for these services. A minimum of three (3) years of contract plan preparation (Phase II) or construction inspection (Phase III) experience is required for the cost estimator position and the in-house project manager/QC-QA engineer. For the CADD drafter position, past experience with MicroStation is preferred. There is no minimum experience requirement for the CADD drafter position. The in-house Consultant personnel will be expected to work at the IDOT District One Office. It is anticipated that the cost estimator and the in-house project manager/QC-QA engineer positions will be part time, but the CADD drafting position will be full time. This is subject to change depending upon departmental needs. Work Orders may include the preparation of contract plans for various projects involving roadway, bridge repairs and improvements, drainage improvement plans, preparation of miscellaneous roadway plans and structure details, lighting plans, ADA ramp details, review of plans by consultants and local agency consultants for roadway and bridge preservation projects, obtaining pavement composition cores for pavement preservation projects, and supplemental field and bridge deck surveying for various projects. Work Orders will primarily focus on contract plan preparation for pavement and bridge preservation projects which may include smart overlays, crack and joint sealing, and deck overlays. The primary focus on the scope for the work orders will be contract plan preparation for pavement preservation related projects The estimated construction cost of these projects may range from $300,000 to $6,000,000. The estimated engineering fee for this project is $4,000,000. The completion date for this contract will be 60 months after authorization to proceed.
