Reference Number: AB-2022-0642 The objective of this work is to safely complete aerial surveys of moose, elk and deer within Wildlife Management Units 526 and 354 (Figure 1), to estimate density and age/sex composition. This work involves low-level manoeuvering, at low air speeds, in order to count and classify animals in farmland and forested landscapes. These population inventory surveys will be conducted by means of transects. A pilot with experience safely and effectively manipulating large herds of animals through farmland will be required for the minimum total count of elk, due to the specialized skillset that is required. For each survey, we anticipate the use of up to two separate aircraft, operating concurrently to deliver the survey over a short timeframe. Companies are encouraged to provide wet and dry rates for multiple bases and/or both WMU surveys, as per the Fixed Hourly Rate table in Appendix C, Attachment 3. Based on Provincial priorities and funding capacity, additional survey hours may also be required (Figure 1), and included in contracts resulting from this RFP. Proponents are encouraged to provide separate pricing (see Attachment #3) for contingency bases if rates differ due to proximity to company headquarters or for other reasons. Suitable weather conditions are a limiting factor for these surveys (e.g. adequate snow cover, appropriate temperature, visibility, precipitation, and wind conditions). To ensure safe and effective delivery of surveys, we expect the successful applicant(s) to communicate regularly throughout the survey season to identify suitable opportunities to achieve project objectives. The Method of Contractor Selection has not been determined at this time.
