Site work and renovation of a municipal facility in Ottawa, Ontario. Completed plans call for the renovation of a municipal facility; and for site work for a municipal facility.

To provide all labour, equipment and material for the Trail Waste facility groundwater control system A. This Section Outlines in General the Work to Be Done Under the Contract. It is Intended to Provide a General Understanding of the Scope of Work. For Full Details, Refer to the Contract Drawings and Specifications. B. Qualified Well Drilling Contractors Are to Install Three (3) 200 Mm (8 Inch) Diameter Groundwater Purge Wells to a Depth of 28 M. Refer to the "Well Schematics" for the Three Wells Included in the Appendix for Casing and Screen Requirements for Each Well. C. New Purge Wells Are Required at the Trail Waste Facility to Control the Groundwater Gradient and Prevent Contaminated Groundwater Plume From Migrating Offsite. The New Purge Wells (and Pumping Test Results) Are Needed to Support the Design and Installation of Permanent Purge Well Pumps and New Discharge Piping to Convey the Contaminated Groundwater to the City's Sanitary Collection System. D. The Approximate Locations of the Three New Purge Wells Are Shown on the Contract Drawings at Locations 1, 2, and 3. Two Pilot Holes Have Been Previously Drilled at Each Location. Only One Purge Well is to Be Drilled at Each Location. Final Location to Be Determined on Site in Consultation With the City, the Engineer/consultant and the Contractor. E. Control, Containment, and Disposal of Fluids Used or Produced During the Drilling, Well Construction, and Well Development Activities Are the Responsibility of the Contractor, as Are Drill Cuttings. Following Completion of the Work Program, the Contractor is Responsible for Restoring the Site to the Condition It Was Found in, Prior to the Start of the Program. F. The Contractor Must Follow All City of Ottawa Noise by-law Requirements (2017-255) and Submit Request for Exemptions as Noted in the by-law at Least 5 Working Days in Advance of Any Works Outside by-law Working Periods. G. Sediment and Erosion Control Measures Must Be in Place Prior to Starting Drilling or Testing Work. H. Contractor to Perform Hydro-vac Daylighting to Confirm Location of Landfill Gas Line, Compressed Air Line, and Force Main in the Vicinity of the Proposed Wells. Daylighting to Be Performed Between Station 0+000 and Station 0+600, at 50 M Intervals. Attached Are as-built Drawings for Reference but Alignment and Depth Are to Be Confirmed. Contractor to Provide the Record of Global Positioning System Coordinates and Depth of the Piping at Each Interval. J. The Contractor Must Ensure Containment of Spills or Refueling, Including Measures to Stop Work, Contain Sediment-laden Water and Other Deleterious Substances and Prevent Their Migration Into Downstream Receiving Water Courses, Authority Notification, and Clean-up and Disposal of Sediment-laden Water and Other Deleterious Substances. K. Contractor to Supply Own Source of Power for Required Activities. Well Drilling A. Supply All Labour, Equipment and Materials Necessary to Carry Out the Works. B. The Contractor Must Review in Detail the Following: A. Regulation 903 as Amended Well Regulation Under the Ontario Water Resources Act. B. Well Regulation Under the Ontario Water Resources Act. C. Awwa A100-20-awwa Standards for Water Wells D. Awwa A100-21-awwa Disinfection of Wells E. Drawings: 1) Well Locations 2) Well Construction Schematics (Slot Size and Depths Will Vary) F Figures From the Pilot Borehole Study (Including Borehole Logs and Grain Size Analyses) C. At Project Start-up the Following Shall Be Submitted to the Contract Administrator: A.photocopies of Well Contractor's License, and Well Technicians' Certification Documents B. Written Installation Methodology for Review and Approval C. Complete Schedule of Activities D. The Contractor Shall Be a Licensed Water Well Contractor, and Have Certified Well Technicians on Site at All Times to Complete the Work. E. The Contractor to Determine the Preferred Method of Drilling Based on the Stratigraphy and Well Construction Details. The Contractor Shall Collaborate With the Engineer/consultant Prior to Finalizing the Preferred Method of Drilling. F. The Contractor to Drill and Install the Wells as Specified in the Well Construction Schematic. The Contractor Shall Procure the Well Casing and Well Screens From Johnson Screens Incorporated or Supplier Who Can Provide an Equivalent System. The Contractor Shall Protect the Above Grade Well Casing With a Protective Cap in Accordance With Regulation 903. G. The Contractor Shall Develop the Wells Until the Water Turbidity is Consistently Less Than 1 Ntu for at Least 60 Minutes. If Deemed Necessary, the Contractor Shall Use a Liquid Polymer Dispersant (Aqua-clear Pfd or Equivalent) to Aid in Well Development and Production. H. A Lockable, Secure Well Cap Shall Be Placed That Conforms to Ministry of Environment, Conservation and Parks (Mecp) Standards. The Contractor Shall Place Temporary Barriers to Protect the Wells Upon Completing the Well Installation. The Type and Placement of Temporary Barriers Shall Be Confirmed With the Engineer/consultant and the City Prior to Installation. A bid deposit of ten percent (10%) of the Contract Price, in the form of an electronic bid bond, is required with this RFT. The electronic bid bond must meet the requirements set out in (b) below. The Bidder agrees that should the Bid be withdrawn within the stated Bid Acceptance Period, the Bid deposit may be forfeited to the City. No interest shall be payable on any bid deposit. Performance security will be required from the successful Bidder prior to the execution of a Contract or the issuance of a purchase order. Such performance security will be a Performance and a Labour and Material Payment Bond each in the amount of fifty percent (50%) of the Contract Price from a surety company in a form that is acceptable to the City. The performance security will be retained until completion of the Contract to the satisfaction of the City. The performance security amount may be reduced at various stages of the project, at the discretion of the City. Commercial General Liability insurance issued on an occurrence basis for an amount of not less than $5,000,000 per occurrence for all sums which the Contractor shall become obligated to pay by reason of liability imposed by law upon the Contractor for damages arising out of or in connection with all operations of the Contractor, its agents, officers, employees or other persons for whom the Contractor is legally responsible relating to their obligations with the project. Such insurance shall include, but is not limited to, bodily injury, death and property damage including loss of use: premises, property and operations liability; products and broad form completed operations liability; blanket contractual liability; cross liability; severability of interest clause; contingent employers liability; personal injury liability; owner's and contractor's protective coverage; non-owned automobile liability; broad form property damage; occurrence property damage; employees as additional Insured & medical payments. Period Of Contract The proposed period of the contract will be from the date of award to 5 July 2024 Substantial Performance and Completion (a) The successful Bidder shall achieve Substantial Performance of the Work no later than 7 June 2024. (b) The successful Bidder shall achieve Completion of the Work no later than 5 July 2024.
