Site work and new construction of a municipal facility in Delphi, Indiana. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

I. PROJECT INTRODUCTION In accordance with IC 5-23-5, the City of Delphi invites any and all qualified par-ties to submit Proposals including a Statement of Qualifications to collaborate during design development and construction drawing preparation to develop, construct, operate, manage and maintain a Utility Maintenance Building, on be-half of the Delphi Board of Public Works. II. GENERAL PROJECT SCOPE The proposed project consists of constructing a Utility Maintenance Building for the City's Drinking Water and Street Department staff, materials, and equipment. The footprint of the building is approximately 300 feet by 80 feet. The general building layout will have 12 garage bays, restrooms, office space and a standby generator. III. PROPOSAL EVALUATION The City of Delphi will form a committee to review the proposals received. The criteria which will be utilized in evaluating proposals is as follows: Company Background & Qualifications (10 points) References (10 points) Technical Approach (20 points) Project Implementation including Developer's Involvement, Project Manage-ment, and General Construction Subcontractor and Other Subcontractor In-volvement (30 points) Financial Approach (30 points) IV. PROPOSALS Please respond to the following requests: Contact Owner's representative via email to obtain the Guidance Document that outlines additional pertinent project information. Identify at least three (3) similar projects you have constructed. Include names, telephone numbers and addresses to be used as reference relative to the listed projects. A proposed schedule for the project, including proposed dates to close on fi-nancing, to start and complete construction, and to convey the structures to the City of Delphi or its assigns. A description of the project team including the project lead, management team and construction team. The scoping process may have a duration of two to three weeks. Please iden-tify fees that may be requested during this process. V. GENERAL CONDITIONS It should be understood that: The City of Delphi reserves the right to reject any and all Proposals at its sole dis-cretion The City of Delphi does not require the offeror to submit a certified check or other evidence of financial responsibility with the proposal. All offerors will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. The City of Delphi may enter into discussions with the offerors for the purpose of clarification to assure full understanding of and responsiveness to the solici-tation requirements. The City of Delphi may refuse to disclose the contents of the Proposals during discussions with eligible offerors. Proposing firms shall not contact City of Delphi Board of Public Works Mem-bers, any staff member, or official of the City of Delphi regarding the project or RFP directly. All correspondence and questions for this RFP should be handled through the Owner's Representative. After the Scoping Period, the City of Delphi shall either make a recommendation to award the public-private agreement to an of-feror, engage another proposer, or shall terminate the request for proposals process.
