Site work for a water / sewer project in Port Isabel, Texas. Conceptual plans call for site work for a water / sewer project.

PROJECT NAME: Brazos Island Harbor Channel Deepening Project, Segment B Channel Deepening, Cameron County, TX DESCRIPTION OF WORK: The work consists of deepening the interior channel of the Brazos Island Harbor Navigation Channel from Station 41+000 to Station 84+200 (Segment B) by 10 ft to a depth of 52 ft MLLW and placing the material in upland confined dredged material placement areas (DMPAs) that will be raised by the time this work is awarded. The material to be dredged includes sediments that have accumulated in the channel and new-work material from the current channel authorized depth to the new authorized depth of 52 ft Mean Lower Low Water (MLLW). New-work channel slope range from 1V:2V to 1V:2.5V, depending on the segment section as will be specified in the specification's documents. Work includes mobilization/demobilization; pre-dredge hazard surveying of the ship channel to identify uncharted pipelines or obstructions; dredging material from a federal waterway; transport and placement of dredged material; management of dredging pipeline during dredging and dredged material placement; maintenance of outfall structures at upland Placement Areas (PAs); observing and protecting endangered species during the work; multiple hydrographic and topographic surveys for measurement, payment substantiation, and work acceptance purposes; aerial photography; and all other subsidiary work. ESTIMATE DREDGING QUANTITIES: Segment B channel deepening will require dredging approximately 7,849,000 cubic yards of material by pipeline and or mechanical dredging. Approximately 837,000 cubic yards of O&M material and 7,012,000 cubic yards of new work material is estimated to be removed. This material will be placed in upland confined DMPAs 5B, 7, and 8. There will be no offshore disposal of material included in the work. Period of Performance: Complete the entire work ready for use not later than 784 calendar days after the date the Contractor receive the Notice to Proceed. Estimated Magnitude for this requirement is between $25,000,000.00 and $100,000,000.00. The North American Industry Classification System Code for this procurement is 237990 which has a small business size standard of $32 million. To be considered small for purposes of Government procurement, a firm or its similarly situated subcontractors must perform at least 40 percent of the volume dredged with their own equipment or equipment owned by another small dredging concern. The Product Service Code is Z1KF. Prior Government contract work is not required for submitting a response to this announcement. The Production Rate for this requirement is 10, 000.00 Cubic Yards (CYs)per day. Contractor should demonstrate experience as a prime contractor working on dredging Deep Draft Channels and dredging material from a federal waterway; transport and placement of dredged material; management of dredging pipeline during dredging and dredged material placement; maintenance of outfall structures at upland Placement Areas (PAs); observing and protecting endangered species during the work. Bonding Requirements: Performance and Payment Bonds are required within 5 calendar days after award and the contractor shall begin work within 10 calendar days after receipt of the Notice to Proceed. If the contractor fails to complete the work within the time specified, the contractor shall pay Liquidated Damages to the Government in the amount of $4,610.00 for each calendar day of delay until the work is completed or accepted. Firm's Joint Ventures (existing), including Mentor Proteges and teaming arrangement information is acceptable. Qualifications: Responses to this source sought announcement shall indicate specialized experience and technical competence in: a. Contractor must be experience in completing work outlined under the paragraph above for "DESCRIPTION OF WORK". 1. Firm's capability to perform the magnitude and complexity outlined in the Scope of Work above or comparable work performed within the past 5 years): 2. Firm's Bonding Capacity (Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount) bonding level per contract and aggregate construction bonding level, both expressed in dollars Firms responding to this announcement, who fail to provide ALL required information requested and outlined above, may be excluded from further consideration in the review and analysis for acquisition strategy determination. Anticipated solicitation issuance date is on or about 12 May 2023, and the estimated Bid Opening Date will be on or about June 12, 2023. Estimated award on or about date is September 12, 2023. The official synopsis citing the solicitation number will be issued on www.sam.gov. Interested Firm's shall respond to this announcement no later than at 18 November 2022, 4:00 P.M. Central Standard Time (CDT). All interested firms must be registered in SAM.gov to be eligible for award of Government contracts.
