Site work and paving for a mixed-use development in Charles City, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Construction of the 2022 Garden Corridor Edible Arboretum Urban Conservation Demonstration Project and as hereinafter described in general and as described in detail in the plans and specifications now on file in the Office of the City Clerk, Charles City, Iowa. The extent of the work involved is the furnishing of labor, equipment and new materials for the construction of the Improvements. Total approximate quantities for major construction items include the following: Description Quantity Gravel Filled Pavers 365 S.F. Grass Pavers 425 L.F. PCC Sidewalk Removal and Replacement 2,500 S.F. Curb & Gutter Removal and Replacement 625 L.F. Native Turf Seeding 2,600 S.F. Soil Quality Restoration 9,000 S.F. Seeding, Fertilizing, & Mulching 15,000 S.F. Signage 13 Each Grand Avenue Entry Plaza Lump Sum Clark Street Entry Plaza Lump Sum Second Avenue Entry Plaza Lump Sum Central Plaza Lump Sum Rain Garden/Pollinator Planting Lump Sum Biocell/Pollinator Planting Lump Sum Biocell Lump Sum Rain Garden Lump Sum Construction Layout & Surveying Lump Sum Temporary Traffic Control Lump Sum Mobilization Lump Sum The Proposal shall be made out on the form furnished by the City of Charles City and obtained from the Charles City City Engineer and must be submitted in a sealed envelope and accompanied with a bid security in a separate sealed envelope consisting of either: (1) a certified check, or a cashier's check drawn on an Iowa bank, or a bank chartered under the laws of the United States, in an amount of 10% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 10% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 10% of bid amount. The bid security shall be made payable to the Treasurer of the City of Charles City, Iowa. The bid security must not contain any conditions either in body or as an endorsement thereon. The bid security shall be forfeited to the municipality as liquidated damages in the event the successful bidder fails or refuses to enter into contract within ten (10) days after the award of contract and post bond satisfactory to the municipality insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. The municipality will accept bid bond forms that meet the Requirements of Iowa Code, Section 384.97(5). Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened. The City of Charles City in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, U.S.C. 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to the advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex age, or disability in consideration for an award. By virtue of statutory authority, preference will be given to products of, provisions grown, and coal produced within the State of Iowa and to Iowa Domestic Labor. The right is reserved, as the interest of the City of Charles City, Iowa, may require, to reject all bids, any unresponsive bid, and to waive technicalities in bids received. The basis of the award of the bid shall be the lowest Base Bid amount. The work under this project shall be completed on or before September 30, 2023. Payment for said "2022 Garden Corridor Edible Arboretum Urban Conservation Demonstration Project" will be made from cash on hand or from such other funds as may be legally used for such purposes. The Contractor shall prepare monthly a summary of the quantities of completed work. The Engineer will verify the summary prior to preparing the payment application. Monthly estimates will be made by the CITY and payment will be made to the CONTRACTOR in the amount of ninety five percent (95%) of said estimate on or about the tenth of the following month. In accordance with Iowa Code Chapter 573, final payment of retained funds shall be released thirty (30) days following the City Council action accepting the project and authorizing final payment. The successful bidder shall be required to furnish a bond in an amount equal to one hundred (100) percent of the contract price, said bond to be issued by a responsible surety approved by the City Council and which shall guarantee a faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of the improvements constructed for a period of two (2) years from the date of final acceptance by the City Council Plans and specifications governing the construction of the proposed improvements have been prepared by the Charles City Engineering Department which plans, specifications, bidding documents, and the proceedings of the City Council referring to and defining said proposed improvements are hereby made a part of the Notice by reference, and the proposed contract shall be executed in compliance therewith. Copies of said plans, specifications, and bidding documents are now on file with the Charles City City Clerk and may be examined by the bidders. Bidders may request an AutoCAD drawing file (Autodesk Civil 3D 2020) of the Arboretum site for their use in preparing a bid. Upon request, the DWG file will be sent via email at no charge to the listed plan holder. If the contract documents are not returned in a timely manner and reusable condition, the deposit shall be forfeited.
