The city of Indianola, Iowa, is accepting proposals from qualified professional planning and design consultants to develop a community-supported, strategic Comprehensive Parks, Recreation and Open Space Plan. The primary purpose of the plan is to analyze and inventory current facilities and programs, provide short- and long-term guidance to park administration and the City Council, and generate an implementable action plan for the continued maintenance and development of parks and recreation facilities. The city of Indianola, Iowa, is accepting proposals from qualified professional planning and design consultants to develop a community-supported, strategic Comprehensive Parks, Recreation and Open Space Plan. The primary purpose of the plan is to analyze and inventory current facilities and programs, provide short- and long-term guidance to park administration and the City Council, and generate an implementable action plan for the continued maintenance and development of parks and recreation facilities. This planning process will also serve as an update to the 1998 Indianola Parks & Recreation plan. The selected firm will have proven experience and knowledge in park and recreational planning and experience with public and other stakeholder engagement. The Plan drives City parks long-range and near-term planning and directs decision-making and resources toward a clearly defined vision for its future, including development and redevelopment of the parks, facilities, open space, public art and recreation system over the next fifteen (15) years. The planning process consists of the following components needs assessment, visioning, identifying and evaluating community needs, priorities and opportunities, defining level of service standards, and creating a phased implementation and financial plan. The City of Indianola (pop.15,833) is a growing community with a historic downtown, located approximately 15 minutes south of Des Moines. It is a safe community with Midwestern values, friendly people and excellent schools. Indianola, which is home to Simpson College, the worldrenowned Des Moines Metro Opera and the National Balloon Museum and U.S. Ballooning Hall of Fame, is known for its excellent access to outdoor activities, a nice trail system, five major parks, a sports complex, two golf courses and is developing its second disc golf course. The community welcomes thousands of visitors annually who come to Indianola to enjoy major events such as the National Balloon Classic, the Warren County Fair, the Disc Golf Pro Tour and other events. Two state parks within five miles of the city provide additional recreational opportunities such as camping, hiking, fishing, canoeing and kayaking, mountain bike trails, and a shooting range. The City of Indianola, Iowa, is looking for a visionary planning and design team to update its comprehensive parks, recreation and open space plan. The project will also require scoping input from community members, the Parks and Recreation Commission, Indianola City Council, staff, and other key community stakeholders to inform the planning and design process. This project will be used as the base information for maintaining current facilities, adding future parks and park enhancements and development of additional recreational opportunities. All elements of this project will need to maintain continuity with Indianolas Comprehensive Plan known as Elevate Indianola, which was updated and adopted in 2020, as well as City zoning regulations, and State Fire Code regulations. 1. Inventory existing parks and facilities and evaluate condition and lifespan. 2. Conduct a community-wide needs assessment that encompasses current and future recreational needs. 3. Develop and implement a public participation strategy for the process that includes at least (2) public meetings and a survey of some kind. 4. Identify unmet current and future needs in the park system including scope and opinion of probable cost for any playgrounds, athletic facilities, aquatic facilities, and other park amenities. 5. Prioritize and valuate park improvements, development and possible future acquisition. Suggest new programming and community partnerships to create increased recreation opportunities. Identify grant funding, partnership opportunities and any other alternative revenue sources specific to suggested improvements and developments. 6. Prepare a final master plan document to be adopted by the city of Indianola. The document should be prepared in a way so that it can be updated and maintained by city staff. Proposals should include a proposed project schedule that can achieve project completion within 6-9 months.
