The Engineering Department for the City of Tehachapi is circulating a Request for Qualifications (RFQ) to applicants interested in providing engineering services on an on-call basis for both federally and state funded transportation projects. These projects are funded with Federal and State funds administered by Caltrans in conformance with Local Assistance Procedures and Guidelines. As a result, the City is interested in retaining a firm with established experience providing engineering services conforming to Caltrans requirements. This contract will not exceed 3 years with two optional 1-year extensions. Professional Engineering Services shall include general civil engineering, transportation engineering, structural engineering, land surveying, design services and construction engineering, and construction contract administration and construction management including public infrastructure inspection. Each project needing Design Services requiring renderings or drawings shall be produced 1/2 scale on 11x17 paper and electronically in .pdf format. Determination for number of iterations (i.e. 30%, 60%, 90% plan sets) expected will be documented prior to task order issuance. The Engineer selected will work with the City Engineering Department. Other staff members will be available as necessary. The selected Engineer will also be expected to be available to make presentations and reports to the City Council as necessary and from time to time may be called upon to make other presentations as well. The selected Engineer will be expected to be familiar with and capable of complying with all requirements in the acquisition and execution of Federal and State transportation funding processes, KernCOG processes, and associated project implementation including the ability to successfully complete: Plans, specifications, and estimates, Caltrans Local Assistance paperwork preparation, Construction bid and award assistance, Construction administration Other requested engineering services may include, but may not be limited to the following: Prepare loan and grant funding applications, special studies, and investigations, Preform necessary surveying and base map development, Coordinate subsurface investigations and special consultants as required, Prepare plats and legal descriptions, Prepare construction documents including plans, specifications, and probable cost estimates for public works infrastructure improvements, Provide bidding and construction administration services, Provide Construction Management including notice of award paperwork, preconstruction meeting, submittal review, response to RFIs, change orders, monthly pay applications, and notice of completion, Provide construction inspection services including coordination geotechnical services and compliance with our Quality Assurance Program (QAP), Prepare record drawings, operation and maintenance manuals, maps, figures, and utility improvement and construction standards, Review technical reports prepare by other consultants and assist in the preparations of staff reports, ordinances, and resolutions, Coordinate right-of-way and environmental services as required. The City of Tehachapi has calculated a DBE goal of 0% for this contract. That said, if the consultant determines that a portion of the proposed work can be logically and efficiently subcontracted, than the consultant shall make a good faith effort to obtain DBE participation. To that end, Exhibits 10-I and 10- O1 from the Caltrans Local Assistance Procedures Manual are included for this purpose. Regardless of the consultants use of DBEs, a completed Exhibit 10-O2 will be required for each task order. All Caltrans DBE forms are in Appendix B. Respondents assume the risk of the method of dispatch chosen. The City of Tehachapi assumes no responsibility for delays caused by any delivery service. Postmarking by the due date will not substitute for actual receipt of proposals. Proposals may be submitted via email by the due date. Proposals shall not be delivered by facsimile transmission. Proposers are required to submit three (3) copies of their qualifications. Costs of preparation will be borne by the proposer and the qualifications received shall become the property of the City, whether accepted or rejected. Selection of consultant will be by City procedure, consistent with applicable laws and as previously described under Selection Procedures. This Request for Qualifications does not constitute an offer of employment nor to contract for services. The City reserves the right to reject any and all proposals and to waive any informality, technical defect or clerical error in any proposal as the interest of the City may require. All costs shall remain valid for sixty (60) Calendar Days following the last day to receive proposals. Each proposal shall be submitted in a sealed envelope or carton with the name of the firm, proposal name and closing date printed on the outside Wednesday, November 9, 2022 - RFP will be ready for release to city website. RFPs available to Consultants via email. Wednesday, December 14, 2022 - Consultants responses will be analyzed and scored by the evaluation team. Wednesday, December 14, 2022 - A decision is made as to which Consultant will be finalist(s). All Consultants will be notified of the Citys decision and requests for additional information will be made at this time, if needed. Monday, December 19, 2022 - Recommendation to City Council of award to apparent successful Consultant, subject to successful negotiation of terms and conditions. The method of contractor selection has not been determined at this time
