The Project consists of the following major elements: 1. Installation of approximately 1,010 L.F. of 8-inch gravity sewer line using open trench methods. 2. Installation of approximately 180 L.F. of 8-inch gravity sewer carrier pipe inside 16-inch casing pipe installed by bore and jack methods. 3. Installation of approximately 4 new precast manholes. The allotted time for project completion is 30 calendar days. The work will be awarded as one project. Bid security shall be furnished in accordance with the Instructions to Bidders. All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. No bid may be withdrawn within 60 calendar days after the scheduled time for receipts of bids. The owner reserves the right to waive any informality or to reject any or all bids. This project is expected to be funded in whole or in part with funds provided by the United States Department of Agriculture, Rural Utilities Service. Information on applicable federal requirements is contained in the Project Manual. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.
