Site work, paving and new construction of a mixed-use development in Corpus Christi, Texas. Working plans call for the construction of a 4,256-square-foot municipal facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

As of 10/2/2025, the City of Corpus Christi has decided to cancel the project and plans to rebid it in FY26. The City of Corpus Christi plans to build a lifeguard and restroom facility on a 1.42-acre site on Zahn Road, Padre Island. The development will include a 3,809 SF ICF lifeguard office, two restrooms, outdoor amenities (showers, fountains, dog park), and 70 parking spaces. A driveway to allow emergency access. Wetland mitigation is needed for 0.71 acres. The design features Florida Keys architecture with durable materials and drought-conscious landscaping. All construction will comply with local, State, and Federal codes, including TDLR and FEMA standards. The solicitation consists of single base bid. The work is to be substantially completed within 540 days. Estimate: $5,232,437.45 Question Deadline 08/06/2025 at 4:00 PM CT All inquiries or requests regarding this RFB must be submitted in writing online via CivCast (https://www.civcastusa.com/bids) This Project will construct three (3) freestanding buildings consisting of a 3,809 SF Lifeguard Building and two(2) 447 SF Public Restroom Buildings. a. Site: 1) The site is a 190' x 325' (1.42 acre) lot on property leased from the GLO property near the Packery Channel. 2) The property is currently unplatted and the City has decided that platting is not required for this project. 3) The site will include a total of (70) total parking spaces. This included (22) secured employee spaces and (48) public spaces. 4) Due to the placement of the property adjacent to the existing Zahn Road Lift Station, it is anticipated no dune mitigation will be required. 5) Wetlands mitigation will be required for .71acres (50%) of the 1.42 acre site. 6) A single,40' wide driveway entrance off Zahn Road is directly across from the entrance to Lively Beach Resort and can accommodate ingress and egress of service vehicles pulling trailers of a City of Corpus Christi firetruck, if necessary. 7) The design solution consists of three (3) freestanding buildings. 8) The site access and all facilities are designed to meet the current Texas Accessibility Standards (TAS) accessibility requirements. 9) Public access from new concrete sidewalks will be provided. 10) Landscaping is designed with suitable landscaping for this beach site and to meet the City of Corpus Christi's landscaping ordinance standards, including a pet rest area. b. Lifeguard Office Building (3,809 SF): 1) The building envelope will consist of ICF formed concrete (8" thick) walls with Hardie exterior siding and shingles siding on a stiffened concrete slab foundation on piers. 2) The building will have: a) One (1) group office; b) Three (3) individual offices; c) Meeting & training area for up to (30) with video wall; d) Male and female restrooms with a shower / locker room; e) Break room for coffee with refrigerator / freezer, microwave, dishwasher & garbage disposer appliances; f) Interior storage areas (202 SF). g) Mechanical/electrical rooms with gas equipment and freestanding dehumidifier; h) Exterior lifeguard shower and equipment rinse area; i) Windows are TDI rated, impact resistant fiberglass with fixed glass; and j) Exterior doors are 3'0" x 7'0" TDI rated FRP doors and c. Public Restroom Buildings (Two (2) - buildings at 477 SF each = 894 SF): 1) The building envelopes will consist of 8" CMU walls with Hardie shingles siding on a stiffened concrete slab foundation on piers. 2) The two buildings consist of a six (6) male restroom building and a six (6) female restroom building; 3) Exterior doors are 3'0" x 7'0" TDI rated FRP doors and frames; 4) Showers (8) and water fountains (2) are located outdoors, between the buildings to provide a break for the wind and sun; and 5) A dog park is located between the buildings with dog water fountains (2) and relief area with baggie containers (2). d. Adjacent Zahn Road Lift Station: 1) The adjacent Lift Station will be cosmetically improved to blend with the aesthetic of this project. Architectural Style and Colors: a. The project is influenced by the Florida Keys style which is a mixture of Bahamian and Queen Anne influences. b. Exterior Colors: 1) There are four (4) colors used on the exterior Hardi plank / shingle siding of all three buildings; 2) There are complimentary colors used on the ceramic tile shower and drinking fountain columns; 3) Wall louvers are powder coated aluminum in a color to match the wall they are on or adjacent wall tile; and 4) The roof material is an aluminum standing seam system in silver color. c. Interior Colors: 1) There are four (4) paint colors used on interior painted gypsum board; 2) There is natural sealer on the reclaimed oak ceiling and wall planks; and 3) There are a variety of ceramic tile colors and textures throughout the project. Adjacent Zahn Road Lift Station: a. The adjacent Lift Station will be cosmetically improved to blend with the aesthetic of this project. September Projected Date Award of Contract October Anticipated Notice to Proceed The goals for participation by minorities and Minority Business Enterprises expressed in percentage terms for the Contractor's aggregate work force on all construction Work for the Contract award shall be 1. Minority participation goal is 45%. 2. Minority Business Enterprise participation goal is 15%.
