The construction management and materials testing services to be performed generally includes providing construction contract administration and inspection services on behalf of the City of Concord for the following project: PJ 2575 Citywide Protected Left-Turn Phasing Project The scope of the project is to improve safety at eight intersections around the City by adding protected left- turn phasing, new mast arm poles, and adding advanced dilemma detection zones. ADA compliant curb ramps will be constructed on an as-needed basis. The CITY will competitively solicit proposals and award a contract to the CONSULTANT with the most demonstrated competence and professional experience. No proposal will be accepted from or contract awarded to any person, firm, or corporation that is in arrears; or is in default to the CITY upon any debt or contract; or that is a defaulter, as surety or otherwise, upon any obligation to the CITY; or has failed to faithfully perform any previous contract with the CITY These services will be performed under a Professional Services Agreement. The work will consist of the following: Construction Management Services Will generally include providing construction contract administration and inspection services on behalf of the City of Concord. Consultant shall assign a Resident Engineer ("RE"), California PE registration required, for the duration of the Project. The RE shall have relevant construction management experience. The RE will be the City's primary representative with the contractor and general public and the party responsible for administering the construction contract for the City. Material Testing Services Will generally include providing material testing services on behalf of the City of Concord. Testing of structural concrete for signal pole foundations is anticipated to be needed. The Consultant is required to indicate whether or not they are willing to be bound by the PSA. The PSA will not apply to Engineering, Management, and other staff not performing "Covered Work". Proposers shall submit their qualifications and experience for the work in their RFP response package submitted to the City.
