The Project consists of the purchase, installation, and replacement of two critical communication systems for the operations of the Mather Air Traffic Control Tower (ATCT) at Sacramento Mather Airport. The first system is the Small Digital Voice Switch and Recorder (SDVS/R). The SDVS/R enables radio voice communications between the tower and aircraft ground crews and Federal Aviation Administration (FAA) control centers. The current SDVS/R has been in operation since 2005, exceeding its useful expected life of ten years. The manufacturer of the existing system has gone out of business, and replacement parts are no longer available. The proposed SDVS/R includes updated technology and meets all current functionality of the current system. Since the Department of Airports (Airports) is pursuing Federal funding through the Bilateral Infrastructure Law (BIL), the new SDVS/R would need to be certified by FAA. The second communication system for the Mather ATCT is the Aircraft Emergency System (AES), referred to as a "crash phone," which maintains critical communication between Mather ATCT and Mather Airport Fire Station in the event of an aircraft or airfield emergency. The direct phone line has become less reliable and with the introduction of newer technology, there is a need to upgrade the "crash phone" with a modern communication system to ensure reliability and provide dispatching capability. The upgraded AES will provide voice communication and supportive data between the Mather ATCT and the Mather Fire Station via a fiber optic line resulting in a system that is faster and more efficient than the current "crash phone."
