Request for Construction Management and Inspection Services for the Meadowlark Water Reclamation Facility (MWRF) Failsafe Rehabilitation (Buena Sanitation District Reach) Project In keeping with our goal of providing high quality, reliable service, the Vallecitos Water District (District) is scheduled to complete the MWRF Failsafe Rehabilitation Project (Project) in the City of Carlsbad. A total of 3,212 feet of existing 16" diameter DIP will be replaced with 16" diameter PVC pipeline on Palomar Oaks Way and Palomar Airport Road using conventional open-trench installation methods. In addition to the replacement portion of the Project, a total of 6,176 feet of existing 16" diameter pipeline will be rehabilitated with cured-in-place pipe (CIPP) trenchless lining technology on Camino Vida Roble, Palomar Oaks Way, Palomar Airport Road, and in existing District easements between intermittent access points. The Project is required to improve the reliability and accessibility of the existing Failsafe pipeline within the project limits (Buena Sanitation District Reach). The District will award a consultant to perform the work in January 2023 with beginning of construction planned for March 2023. The contract duration is 10 calendar months plus one additional month of pre-construction and two additional months of construction close-out services required from the construction manager (CM). Consultants will be selected by a District panel based on scope, fee, approach, services, etc. The District's RFP for CM services is enclosed, and you are hereby invited to submit a proposal.
