Renovation of a mixed-use development in Audubon, New Jersey. Completed plans call for the renovation of a educational facility.

For the Audubon Jr. / Sr. High School, Haviland Avenue Elementary School and Mansion Avenue Elementary School 2022 Bond Referendum Renovations. - The Project consists of Renovations at Audubon Jr. Sr. High School, 350 Edgewood Avenue, Audubon, New Jersey 08106; Haviland Avenue Elementary School, 240 South Haviland Avenue, Audubon, New Jersey 08106; Mansion Avenue Elementary School. 300 Mansion Avenue, Audubon, New Jersey 08106. It is expressly understood that the Bidder is responsible for getting the bid to the Business Administrator no later than the time and date set for the bid opening. Bids shall be addressed to the Owner whose name appears in Paragraph 1a of the Instructions to Bidders; it shall be mailed or delivered to the address stated herein, enclosed in an opaque sealed envelope, marked with the name of the Project and Bidder as described in the Notice to Bidders ; and must be received by not later than the time designated in the Notice to Bidders. No responsibility will attach to Architect or Owner for premature opening of a bid which is not properly identified. In order to be considered, bids must be sealed, with the outer envelope clearly marked with the name of the Bidder and the following Audubon Jr. / Sr. High School, Haviland Avenue Elementary School and Mansion Avenue Elementary School 2022 Bond Referendum Renovations. The Bidders are requested to submit, in accordance with N.J.S.A. 18A:18A-18(b)(2), one Lump Sum Bid for all the work and materials. Bidders and/or their Prime Subcontractors must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in the following categories, pursuant to N.J.S.A. 18A:18A-26 et seq.: C008 General Construction or C009 General Construction / Alterations and Additions; C029 Structural Steel and Ornamental Iron; C032 HVACR; C030 Plumbing; and C047 Electrical. The Bidder and named Prime Subcontractors, defined as those listed in N.J.S.A. 18A:18A-18, listed must be pre-qualified prior to the date that bids are received. Bids must be accompanied by a certified check, bank cashier's check or Bid Bond in the form provided in the Contract Documents, with corporate surety satisfactory to the Owner, in an amount of 5% of the Base Bid, pursuant to 2 CFR 200.326(a), naming as payee or obligee, as applicable, Audubon Board of Education, to be retained and applied by the undersigned as provided in the Contract Documents in case the successful Bidder defaults in executing the Agreement or furnishing the bonds and insurance certificates as required by the Contract Documents. Prospective Bidders are advised that this Project is one which will be subject to and will be governed by provisions of New Jersey laws governing (a) Prequalification of Bidders N.J.S.A. 18A:18A-26 et seq.; (b) Prevailing Wage Rates N.J.S.A. 34:11-56.27; (c) Use of Domestic Materials, N.J.S.A. 18A:18A-20 (d) Ownership Disclosure Certification N.J.S.A. 52:25-24.2; and (e) disclosure of investment activities in Iran, pursuant to N.J.S.A. 18A:18A49.4 in accordance with to N.J.S.A. 52:32-57, et seq. The Public Works Contractor Registration Act N.J.S.A. 34:11- 56.48 et seq. requires that the Bidder and Named Prime Subcontractors must be registered at the time of Bid. The Owner is requesting that copies of the Certificates be included in the Bidder's Bid Package, but Bidder must provide copies of the Certificates no later than the time of award. Pursuant to N.J.S.A. 52:32-44 all business organizations that do business with a local contracting agency are required to be registered with the State and provide proof of their Registration with the New Jersey Department of Treasury, Division of Revenue before the contracting agency may enter into a contract with the business. In addition, and pursuant to N.J.S.A. 18A:18A-25, each bid must be accompanied by a certificate from a surety company stating it will provide said Bidder with a bond in the amount of 100% of the Contract price. No bid may be withdrawn for a period of sixty (60) days after the dates set for the opening thereof. The right is reserved to reject all bids pursuant to N.J.S.A. 18A:18A-22 or to waive minor informalities or non-material exceptions in accordance with applicable law. Bidders are required to comply with the provisions of N.J.S.A. 10:5-31et seq. and N.J.A.C. 17:27 et seq. The Board of Education recognizes its obligation as it pertains to the Stevens Amendment, Section 8136 of the Department of Defense Appropriations Act (P.L. 104-134, Sec.507) which requires the Board of Education to state clearly the percent of the total cost of this project which will be financed through funds provided under the American Rescue Plan Elementary and Secondary School Emergency Relief Fund (ARP ESSER III) and CRRSA ESSER II. The Board anticipates that approximately $1,000,000.00, representing approximately 05% of the estimated total cost of the Renovations Project, will be financed with Federal Funds. In addition to the legal requirements set forth herein, this project is subject to numerous requirements for federally funded contracts, which are set forth in greater detail in the Bid Documents. Contractors will be obligated to adhere to both New Jersey and federal law, and to abide by the more stringent law wherever there is conflicting authority. HIGH SCHOOL - TOILET ROOM RENOVATIONS: Provide complete Toilet Room renovations including all new fixtures, finishes, partitions, HVAC, plumbing and electrical systems for the following rooms: Boys Toilet A-28, Girls Toilet A-29, Coach Room B-37, Toilet B-121a, Toilet C-103a, Toilet C-103b, Toilet C-105b, Toilet A-204a, Girls Toilet A-218, Boys Toilet A-220, Toilet C-213, and Toilet C-215. AUDUBON JR. SR. HIGH SCHOOL: Provide two (2) coats ofmasonry waterproofing throughout all exterior masonry wall surfaces at the High School building. Scope shall include all brick, concrete, cast stone and cementitious masonry materials at the building exterior walls. Refer to the structural drawings for building elevations. HAVILAND AVENUE ELEMENTARY & MANSION AVENUE ELEMENTARY SCHOOL: Provide two (2) coats of masonry waterproofing throughout all exterior masonry wall surfaces at each ofthe buildings. Scope shall include all brick, concrete, cast stone and cementitious masonry materials at exterior walls. Refer to the structural drawings for building elevations. AUDUBON JR. SR. HIGH SCHOOL - FOOTBALL STADIUM: Remove existing exterior doors, hardware and frames and provide new. At the Concession Stand serving windows, remove existing counters and provide new stainless steel counters. At the existing flag poles, remove existing finishes and hardware and provide new. AUDUBON JR. SR. HIGH SCHOOL: At all existing Classroom and Corridor Lay-in light fixtures indicated to remain; remove light fixtures in their entirety and provide new Flat panel lay-in LED fixtures with associated circuits and switching Restore all grades, lawns, concrete curbing, sidewalks, asphalt and pavement to pre-construction condition. Locations- Mansion Ave School - 300 Mansion Ave, Audubon, NJ 08106, Audubon High School - 350 Edgewood Ave, Audubon, NJ 08106, Haviland Avenue Elementary - 240 S Haviland Ave, Audubon, NJ 08106 PROJECT NUMBER: 22-31H The Project work includes replacement of existing Corridor Doors and Frames, Corridor Ceilings and Lighting, Classroom Ceilings and Lighting, and Classroom VCT and Office Carpet flooring with new systems as indicated on the Contract Documents. Project work also includes full renovations to the Library Suite and Art Room. The work also includes new finishes, ceilings and lighting in the Cafeteria. New wood flooring, motorized bleachers and wall pads will be provided in the Main Gymnasium. New finishes will be provided in the All Purpose Room (Wrestling) including floor mats, wall pads, ceilings and lighting. Renovations will be provided in the Locker Rooms, including new epoxy flooring, wall and ceiling paint and locker replacement. Additional work includes full renovations to the student and staff toilet rooms as well as removal and reinstallation of existing ceilings, new GWB soffits and new Steel Framing throughout the building as needed for installation of the HVAC scope of work. Refer to the contract documents for specific scope of work requirements
