The Town of Woodstock, Virginia (the "Town") is seeking proposals from qualified Vendors experienced in the supply and installation of hardware and software that together comprise the proposed Advanced Metering Infrastructure (AMI) system. A. Contract price: ($1,700,000) Project location: Town of Woodstock/Shenandoah County, Virginia Question Deadline 12/12/2022 at 1:00 PM ET Potential Offerors are required to submit all questions in writing directly to the Town at the address referenced below Questions may be sent by email, fax, USPS, or delivery service. Main St. Woodstock, VA 22664 Ph: (540) 459-3621 Fax: (540) 459-3085 Email: michelle.bixler@townofwoodstockva.gov Bids for the Town's AMI Project shall be clearly marked as Town of Woodstock, VA Advanced Metering Infrastructure (AMI) RFP, along with the company name, date, and time bid is due. The submission shall include one (1) signed original, (3) copies, and (1) full electronic PDF copy saved on a USB drive, along with Appendix A - Technical Questionnaire, Appendix B - AMI Cost Proposal, and any other documents outlined as required in the RFP. Bids will be submitted to the Point of Contact included above. The principle work to be performed under this contract consists of supplying and implementing an entire AMI system, including meter reading equipment, related software, maintenance, training, technical support, and installation for approximately 2,581 residential and commercial water services. The Town is requesting bids for the following products and services and for the upgrade of its meter reading system that includes, but is not limited to the following: o Cold-water meters completed with absolute encoder registers and automatic, two-way meter reading endpoints (also known as Meter Interface Unit or "MIU") o Communication network capable of collecting hourly meter reads and system generated alert information from MIUs and transmitting the data to a head-end computer system o Handheld devices and software to program and/or initialize the endpoints and collect installation data o Head-end System ("HES") and software required to collect, store, and manage the data o Meter Data Management System ("MDMS") o Customer web portal to display interval consumption data and other information o Design, installation, and testing of acceptable complete and working information interfaces between the system installation, head-end control, meter data management and presentation software/hardware and the Town's CIS and other systems, such as its field work order system o Training of the Town's employees in endpoint installation, field maintenance, diagnosis and troubleshooting, and system use and operation and maintenance o Provide all training documentation, including technical manuals and operating procedures o Shipping and managing the equipment inventory during project deployment o Disposal of old meters and associated equipment. All meters removed as part of this project will be the responsibility of the successful Contractor. Contractor shall indicate a salvage price for each meter, if offering one, in Appendix B - Town of Woodstock AMI Cost Proposal worksheets. o Installation of fixed Data Collection Units ("DCUs"), including the communications links between those collection units and the system control components o Provision of all necessary radio licenses, firmware, third-party software or operating systems to ensure a complete and working system o Satisfactory testing of all software, hardware and procedures prior to the deployment of the system according to the system testing and acceptance process set forth in the contract, and satisfactory testing at the completion of the project or at major milestones o Installation of new meters, retrofit registers, and AMI endpoints o Coordination, scheduling, communications, and documentation for all installation services o Project management to ensure project timeline adherence, for network and systems testing oversight, and coordinate installation activities with the Town project team and project communications o The Town wishes to consider the following optional services: o Hosting of the MDMS and customer web portal o Monitoring, operation and maintenance of the data collection network and endpoints o Leak options Potential Offerors are required to submit all questions in writing directly to the Town at the address referenced below no later than 1:00 PM, December 12, 2022. Written responses, including the questions, will be provided to all Offerors via an official Addendum. Questions may be sent by email, fax, USPS, or delivery service.
