Subject to the right of the Owner to reject any or all bids, the Owner will award contracts to the bidder(s) submitting the lowest and best bid(s). Direct questions about the Project to Gregory McCue, Civil Engineer IV, Municipal Government Center Annex, The City Administration Building, 151 Lincoln Way East, Massillon, Ohio, 44646, (330) 830-1722. All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashier's check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders. Bidders are also requested to provide a copy of his/her company's liability insurance certificate with a minimum coverage of one million dollars ($1,000,000.00) when bid is submitted. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. This is a prevailing wage project. Bidders must comply with the prevailing wage rates on Public Improvements in Stark County and the City of Massillon, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best bidder for each contract. Description of Work: The proposed synthetic ice rink must contain the following features and equipment. Provide any and all drawings, literature, schematics, options, photos, equipment vendor names, warranty information, etc, when submitting your bid proposals. 1) Minimum size: 78 x 56' (4300 sq. ft.) 2) Provide and install all weather commercial grade synthetic ice panels (1/2"-3/4" thick panels), self-lubricating, that will be installed on an asphalt surface and left exposed to various weather conditions that will not warp or distort and are UV stable. o Panels must have a minimum of 7-year warranty. o Panels must interlock with each other to form a solid surface. 3) Provide and install underlayment subfloor below the ice rink. 4) Provide and install protective moisture membrane between the panels and the subfloor based on manufacturer recommendation. 5) Provide and install rubber matting/flooring and fencing for transition and changing area. 6) Provide and install skate rink perimeter dasher boards. 7) All necessary skate enhancers for the surface. 8) Vendor/Contractor will include installation and disassembly training, consulting and specifications for the installation and disassembly of the subfloor, synthetic ice, matting, and dasher boards to City staff. 9) Provide 100 pair of commercial grade rental skates: (mix or figure and hockey skates in various sizes for youth to adult). 10) Automatic skate sharpener and necessary supplies. 11) Provide skate racks. 12) Provide initial cleaning and maintenance supplies. 13) Delivery of all materials to the installation site 14) Scheduled installation is before December 30, 2022. Contract Date for Substantial Completion December 30, 2022
