Awardee: Webber, LLC for the total amount of $14,443,236.50 EDA INVESTMENT No.: 04-79-07736 For the furnishing of labor, material and equipment for the Center Cargo Apron, Phase 2 project. The Center Cargo Apron, Phase 2 (Airside Development) project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration (EDA Investment #04-79-07736); therefore the project is subject to the laws and regulations associated with the respective programs. The project will provide an airfield apron pavement extension and a roadway extension. The paving project will include excavation, crushed aggregate base, portland cement concrete pavement, asphalt roadway pavement, stormwater system improvements, and airfield pavement marking. The project area will also include extensions of existing utilities and the installation of temporary chain link fencing. The Contractor is responsible for obtaining all required building permits and for providing documents sealed by a South Carolina Professional Engineer as necessary. It is anticipated that the contract award will be made to the lowest responsive and responsible bidder if an award is made. Contractors will also have the opportunity to submit a combined bid with this project and the General Aviation Development Area - Phase 1A Paving project (see GSP Plan Room Website for this Project Advertisement). The Owner will not accept or consider proposals from any contractor whose name, at the time of opening of bids or award, appears on the then-current list of ineligible contractors published by the Comptroller General of the United States under Section 5.6 (b) of the Regulations of the Secretary of Labor (29) CFR nor a proposal from any firm, corporation, partnership, or proprietorship in which an ineligible contractor who, at the time of the opening of bids or the award, is removed from the Department of Transportations list of prequalified contractors. Each bid shall be accompanied by a bid guaranty consisting of a cash deposit, or a certified check drawn on a bank or trust company insured by the FDIC, or a bid bond executed by a surety company licensed under the laws of South Carolina to execute such bonds. Such Bid guaranty shall be in an amount not less than 5% of the total amount of the bid and will be retained by the Owner as liquidated damages should the successful bidder fail to properly execute the Contract within ten (10) days after the award and to give satisfactory surety as required by law. By submitting a bid the Contractor certifies that he has under his direct control, or at his disposal, the personnel, equipment, and materials required to execute this work as specified. Lack of such control or availability of personnel, equipment, or materials shall constitute failure to properly execute the Contract. Performance and Labor and Material Payment Bonds will be required for 100% of the Contract price, with a surety or sureties legally authorized to do business in South Carolina. A bid may be withdrawn only as provided by the applicable statutes of South Carolina. If a bid is withdrawn within 90 calendar days of the bid opening, the Bid Guaranty shall be forfeited. If the request to withdraw is made later than 72 hours after the opening of bids, and if the withdrawal is allowed by state and local law, the owner may return the bid guaranty at his option. If the bidder fails to achieve the contract goal stated herein, he will be required to provide documentation demonstrating that he made a good faith effort. The bidders documentation shall be submitted in accordance with the provisions outlined in the Proposal. The Owner reserves the right to reject any or all bids and to waive informalities and minor irregularities. A DBE contract goal of 16.0% has been established for this contract.
