Development of Plans and Specifications for the Replacement of the Main Chiller Unit for the HVAC System at the Lincoln Elementary School Winchester, Massachusetts The Town of Winchester Office of the Town Engineer is interested in retaining the services of an Architectural/ Engineering Firm (prospective consultant) to prepare a full set of plans and specifications for public bidding for the replacement of the Lincoln School Chiller system. A full description of the scope can be found in Section 3.0 Scope of Work. The name of the prospective consultant and title of the project must appear on the outside front cover of each proposal. Each page of the proposal must be numbered consecutively from the beginning of the proposal through all appended material. The prospective consultant selected will enter into a lump sum contract with the Town of Winchester, and the fee will be based upon a scope of work and manpower estimate required to complete the necessary work. Consequently, it will be necessary to include an estimate of manpower requirements to complete the work described in the proposal. The estimate of manpower requirements should be broken down for every phase of the project. A Designer Selection Committee will recommend to the Town Manager a consulting firm or individual based upon its Project Approach; General Qualifications of the Firm; Personnel and Resources to be Utilized; and Experience. The Town reserves the right to reject any or all proposals or parts thereof not deemed in the best interest of the Town. Consideration will be given equally to all types of firms/individual consultants that may be qualified to perform all phases of the work. The method of contractor selection has not been determined at this time.
