The Project is located on Slaughter Road in Madison County, Alabama, City of Madison, Alabama, and City of Huntsville, Alabama, and it includes two separate sites. Site Number 1 begins at Greenwood Drive and ends approximately 1,250 feet north of Eastview Drive and it generally consists of widening Slaughter Road and Eastview Drive and installing a new traffic signal at the intersection of Slaughter Road and Eastview Drive. Site Number 2 begins approximately 850 feet south of Castle Drive and ends approximately 450 feet south of US-72, and it generally consists of widening Slaughter Road and realigning Castle Drive. Davis-Bacon Act Contracts awarded pursuant to this invitation to bid are subject to the provisions of 23 U.S.C. 113 applying the Davis-Bacon prevailing wage protections for highway projects receiving federal financial assistance. As such, all laborers and mechanics employed by the contractor or subcontractors shall be paid wages at rates no less than those prevailing on the same type of work on similar construction in the immediate locality, as determined by the Secretary of Labour in accordance with Sections 3141-3144, 3146, and 3147 of Title 40 of the United States Code, as supplemented by Department of Labour regulations, 29 C.F.R. Part 5, Labour Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction. If a Bid Bond is provided in lieu of a cashiers check, the bond shall be on the Bid Bond form as stipulated in the Bid Documents. Refer to Appendix A for the Bid Bond form. The amount of the cashiers check or Bid Bond shall not be less than five percent (5%) of the Contractors bid but is not required to be in an amount more than Ten Thousand Dollars ($10,000). . The Contract Documents consist of the Construction Contract, the Performance Bond and Payment Bond, the Conditions of the Contract (General, Special, and other Conditions), the Plans, the Technical Specifications, and all addenda issued prior to execution of the Construction Contract. Bid Documents may be obtained or examined as set forth in the Advertisement for Bids. The Madison County Commission reserves the right to award this bid on an all-or-none or item by item basis, to refuse all bids, and to waive technicalities.
