This Request for Quotations is an invitation by the District to qualified contractors to provide non-binding quotations to provide priority snow clearing services with the overall objective of improving the winter availability of the Airport (the "Airport Winter Maintenance Contract"). The scope of the Airport Winter Maintenance Contract is described as follows: 1. The contractor is responsible for providing all equipment, qualified and trained personnel, and materials required to complete the scope described herein. If requested by the contractor, the District may provide uncovered space at the Airport for the storage of equipment to the contractor. 2. The contractor is responsible for monitoring local weather conditions on an ongoing basis, including published observations and forecasts. 3. The Snow Clearing Priority Area is as shown in Figure 1 below and is generally described as follows: Priority Area (total area is 8,060m2) (sub-priorities are as follows): Airport Ring Road, beginning at Government Road and ending at the Southern end; The Southern Airside Access Road; The Apron; Taxiway A; and The portion of Runway 15-33 shown in Figure 1 4. The maximum heights of snowbanks in the vicinity of Runway 15-33 and Taxiway A are as shown in Figure 2 (areas before the runway thresholds) and Figure 3 (areas beyond the runway and taxiway edges). Where airfield signs are obscured, the removal of snow to ensure their legibility is required. Care shall be taken to clear snow to agreed dumping areas based on discussions between the contractor and the District. 5. Priority Area snow clearing operations are to be initiated within 2.0 hours following the end of a snowfall event when an accumulation of approximately 2.0 cm or more has occurred on the Snow Clearing Priority Area. 6. Notwithstanding Item 5., Priority Area snow clearing operations are to be initiated during a continuous snowfall event when an accumulation of approximately 10.0 cm or more has occurred on the Snow Clearing Priority Area. The contractor shall respond as necessary throughout the duration of the snowfall event to ensure that the accumulation within the Snow Clearing Priority Area does not exceed approximately 10.0 cm. 7. The District will discuss snow clearing operations with the successful contractor for other areas at the Airport, beyond the Priority Area highlighted in red on Figure 1, including but not limited to the runway, parking lots, and tenanted areas. Please indicate in your quotation if you are available and interested in providing additional services at the Airport. 8. Snow clearing operations shall continue until the surfaces included in the applicable Snow Clearing Priority Area are clear of snow accumulation and provide good friction characteristics. Care shall be taken to minimize the compaction of snow on the Snow Clearing Priority Area surfaces. 9. The use of urea, salt, or other road treatment products is prohibited on all of the Snow Clearing Priority Area, and the contractor shall take all reasonable efforts to ensure that their equipment does not inadvertently deposit such materials on these areas. 10. Airport safety shall be the highest priority during all snow clearing operations. The contractor will be required to attend an Airport safety orientation meeting at the beginning of the contract period and inform all equipment operators of Airport-specific procedures. 11. The contractor shall provide a contact number that is reachable 24 hours per day. 12. The contractor is to supply all equipment operators with a Very High Frequency radio capable of monitoring the Aerodrome Traffic Frequency (122.80 MHz). All equipment operators are to maintain a continuous listening watch of the Aerodrome Traffic Frequency while working on or in the vicinity of the runway, taxiways, and apron. 13. All mobile equipment operating shall be equipped with one or more beacons, flashing lights, or other similar devices to maximize the conspicuity and visibility of the equipment. 14. All equipment operators shall wear high-visibility jackets, vests, or other similar clothing. 15. The District reserves the right to provide additional direction to the contractor to ensure safety and effective Airport operations. 16. The District is open to receiving quotations for snow clearing services for portions of the Snow Clearing Priority Area as well. Please indicate in your quotation which areas you are able to provide snow clearing services for and equipment that will be utilized. Question Deadline: Fri Nov 25, 2022 4:00 PM (PST)
