Renovation of a detention facility in London, Ohio. Conceptual plans call for the renovation of a detention facility.
As of May 30, 2024, this RFQ was cancelled. *The closed solicitation has been included below for reference: The State intends to select an Architect/Engineering (A/E) team to provide design and construction administration services for a renovation project at the London Correctional Institution (LOCI). LOCI is in London, Ohio, and houses approximately 1,800 inmates in primarily dorm settings. The facility is approximately one hundred years old. This project will include replacement of exterior and interior doors and frames not captured in the phase-1 door project. Damage and deterioration to doors and frames due to weather and corrosion has caused security issues at access points throughout the institution. Scope will replace and/or repair numerous detention and commercial grade doors and frames across compound. Manual door lock and electronic door lock coordination/ replacement /repair is included in this project. Infill of window openings and window replacement (original) in OPI Dental lab building to be included. Work will include, electrical, demolition, masonry, metals, carpentry, caulking, security, and any other trades deemed necessary. Development of a POR is to be included by the A/E and should consist of a comprehensive survey/field investigation of the existing site and surrounding areas to evaluate all doors/frames/locks in the facility not replaced in the phase 1 door project in relation to the project scope described above, and in relation to the project budget. The project scope will then be evaluated, prioritized, and defined/redefined to align with available project funds. Evaluation of the project construction schedule will also be a part of the POR stage. All aspects of the project must comply with the Ohio Department of Rehabilitation & Corrections and OFCC policies and procedures. The selected firm will develop a program of requirements, an estimate of probable cost of construction, and scheduling information to a basic schematic level, moving into design development, construction documents, bidding, and construction stages immediately thereafter. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. NOTE: Basic Services include: (1) Program Verification, (2) Schematic Design, (3) Design Development, (4) Construction Documents, (5) Bidding and Award OR GMP Proposal and Amendment (as applicable), (6) Construction Administration, and (7) Closeout services. The Basic Fee includes all professional design services and consultant services necessary for proper completion of the Basic Services, including validation of existing conditions (but not subsurface or hidden conditions) and preparation of cost estimates and design schedules for the project. The Estimated Basic Fee Range is calculated as a percentage of the Estimated Budget for Construction Cost above, including the Owner's contingency. The Basic Fee excludes any Additional Services required for the project.
