Questions and Answers A. Questions regarding this IFB must be submitted in writing by November 22, 2022. Written responses to all questions will be collectively compiled and posted, as an Addendum, to the Cal eProcure website (https://caleprocure.com/pages/index.aspx). It is the responsibility of the Bidder to access the website for any changes or addenda that may be posted. Refer to this IFB, Section C1, Time Schedule, for the schedule of events and dates/times. It is the responsibility of the bidder to check Cal eProcure for all addenda. Bidder can contact the Contract Analyst named above. Contractor shall provide Encampment Site Waste Removal and Cleanup Services. Contractor shall collect, remove, transport, and legally dispose of all environmentally-regulated, biological and hazardous waste (HazWaste), and contaminated materials, debris, waste and other substances (collectively the "HazWaste Materials") and also cleanup the sites so that no HazWaste Materials remain on the site (collectively the "HazWaste Services"). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Substance Removal (HAZ) Certification from California Contractors State License Board (CSLB). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Materials Certificate of Registration issued by U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Materials Transportation License issued by California Highway Patrol (CHP). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Trauma Scene Waste Management Practitioner Certificate (from State of California Department of Public Health, Medical Waste Management Program). Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Waste Tire Hauler Registration Decal (for each vehicle with effective and expiration dates) issued by Cal Recycle. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Hazardous Waste Transporter Registration issued by the California Department of Toxic Substances Control. The Prime Contractor (bidder) or Subcontractor shall possess at the time of bid submittal and for the duration of the Agreement a Pest Control Business (PCB) license. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current Motor Carrier Permit issued from the California Department of Motor Vehicles (DMV) as described in Item 9 of this Invitation for Bid and in Exhibit E of the Proposed Forms of Agreement, Attachment 11. Bidder and subcontractor shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current registration with the Department of Industrial Relations (DIR). By submitting its bid, Bidder certifies, under penalty of perjury, that its Contractors State License Board (CSLB) license is in a classification appropriate to the work to be undertaken as identified in the Proposed Form of Agreement, Exhibit A, Scope of Work, Attachment 11. This requirement has also been added in the Proposed Form of Agreement, Exhibit E, Attachment 11. Refer to Section C, Bid Requirements and Information, Section 11, Contractors License, for submittal requirements. Failure of Bidder to sufficiently provide any or all the minimum qualifications, in the opinion of Caltrans, will result in the Bidders bid deemed non-responsive.
