Bid security in the form of a bid bond, certified check, or cash in an amount equal to ten percent (10%) of the base bid amount shall be submitted with the bid. Should a bid bond be submitted, the bid bond shall be payable to the Board of Trustees, Black Hawk College. Bids shall be submitted on or before the specified closing time in an opaque sealed envelope addressed to: Mike Meleg, Finance Office; Quad Cities Campus, Building 1 room 244A, Black Hawk College, 6600 34th Avenue, Moline, Illinois 61265. The College reserves the right to reject any or all bids or parts thereof, or waive any irregularities or informalities, and to make the award in the best interest of the College. Decisions of the College will be final. All bidders must comply with applicable Illinois Law requiring the payment of prevailing wages by all contractors working on public projects. Bidders must comply with the Illinois Statutory requirements regarding labor, including Equal Employment Opportunity Laws.
