This project is a CM Multiprime project. Scope of work includes the construction of a 2-story classroom building on the existing campus of Murrieta Elementary School, with 13 classrooms, offices, restrooms and storage. Including the following site work; parking lot, hardcourts, courtyard and entry plaza Murrieta Elementary School New Classroom Building NOTICE IS HEREBY GIVEN that the above named School District of Riverside County California, acting by and through its Governing Board, hereinafter referred to as "DISTRICT", will receive up to, but not later than the above stated time, sealed bids for the award of a contract for the construction of the below listed Bid Packages: Contractor's License Class, Required Bid Package #1 Concrete, Demo, Earthwork, Site General B Bid Package #2 Structural Steel, Misc Metals C51 Bid Package #3 Rough Carpentry, Siding B, C6 Bid Package #4 Casework, Finish Carpentry C6 Bid Package #5 Roofing, Sheetmetal C39, C43 Bid Package #6 Insulation, Gyp Board, Metal Stud C9, C35 Bid Package #7 Flooring, Ceramic Tile C15, C54 Bid Package #8 Paint, Wall Covering C33 Bid Package #9 Doors, Frames, Hardware C61, D28 Bid Package #10 Storefront, Windows, Glazing C17 Bid Package #11 Specialties, Building General B Bid Package #12 Fire Sprinkler C16 Bid Package #13 Plumbing, Site Utilities C36, C34 Bid Package #14 HVAC C20 Bid Package #15 Electrical C10 Bid Package #16 Low Volt, Fire Alarm C7, C10 Bid Package #17 Landscape, Irrigation C27 *Where more than one license is listed, prime contractor must hold at least one license. Scope of work that includes other subspecialties, must be subcontracted to a specialty contractor holding required license, as required by CSLB. If this Project includes work that will be performed by mechanical, electrical or plumbing ("MEP") subcontractors (contractors that hold C4, C7, C10, C16, C20, C34, C36, C38, C42, C43 or C46 licenses), such MEP subcontractors must also be prequalified. A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date. It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor holds one of the licenses listed above. Bids shall be received in the place identified above. Those bids timely received shall be opened and publicly read aloud at the abovestated time and place. The purpose of this walkthrough is for bidders to have an opportunity to familiarize themselves with the existing conditions at Murrieta Elementary School only. No interpretations or clarifications of contract documents will be made at this time. Contractors are required to sign in with the Construction Manager at the start of job walk to gain access to the site. Should you have any questions please contact Jessica Miller with EricksonHall Construction Co jmiller@ericksonhall.com In accordance with the provisions of California Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, the Owner requires that the bidder and all subcontractors, regardless of tier, shall possess the classification of contractor's license appropriate for the work to be performed at the time that the bid is submitted. Pursuant to Business and Professions Code Section 7028.15, no payment shall be made for work or material under the contract unless and until the Registrar of Contractors verifies to the DISTRICT that the CONTRACTOR was properly license at the time the bid was submitted. Any CONTRACTOR not so licensed is subject to penalties under the law and the contract will be considered void. If the license classification specified hereinafter is that of a "specialty contractor" as defined in Section 7058 of the California Business and Professions Code, the specialty contractor awarded the contract for this Work shall itself construct a majority of the work, in accordance with the provisions of California Business and Professions Code Section 7059. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. LABOR COMPLIANCE NOTICE: The Contractor and all subcontractors shall comply with the requirements set forth in Division 2, Part 7, Chapter 1 of the Labor Code. The District has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft, classification or type of worker needed to execute the Contract. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are on file at the District, and are also available from the Director of the Department of Industrial Relations. Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract. All work must be completed as specified as the time allotted in the contract agreement for duration, including updates and revisions as made by the Construction Manager. Time is of the essence. Failure to complete the Work within the time set forth herein will result in the imposition of liquidated damages for each day of delay, in the amount set forth in the Contract Documents. Each bid must conform and be responsive to the contract documents. Each bidder agrees that if its bid is accepted, it shall perform not less than 25% of the work. Each bidder shall submit, on the form furnished with the contract documents, a list of the proposed subcontractors on this project as required by the Subletting and Subcontracting Fair Practices Act. Public Contract Code Section 4100 et seq. Each bid shall be accompanied by a certified or cashier's check or bid bond in an amount not less than ten percent (10%) of the total bid price, payable to the DISTRICT as a guarantee that the bidder, if its proposal is accepted, shall promptly execute the Agreement, furnish a satisfactory Faithful Performance Bond in an amount not less than one hundred percent (100%) of the total bid price, furnish a Payment Bond in an amount not less than one hundred percent (100%) of the total bid price, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the general conditions. In the event of failure to enter into the contract and execute the required documents, such bid security will be forfeited. The Faithful Performance Bond shall remain in full force and effect through the guarantee period as specified in the general conditions. For contractors awarded in excess of $25,000.00 the successful bidder shall be required to furnish a 100% Faithful Performance Bond and 100% Payment Bond as stated above, prior to execution of the contract and shall be in the form set forth in the Contract Documents. The DISTRICT reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids. Pursuant to Section 22300 of the Public Contract Code, the contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the District to ensure performance under the contract or permitting payment of retention earned directly into escrow. Each bid submitted in response to this Notice shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life and limb in trenches and open excavation, which shall conform to applicable safety orders.
