Bids will be received for a single prime contract which includes, but is not limited to: A lump sum price to furnish and install (134) 1.5" B&B trees and installation of 150 trees the city has already purchased for the project. This project is for planting in spring of 2023. The work also includes staking, mulching and watering for 12 weeks to establish the new trees in seven (7) neighborhoods and along streets throughout the City. Contract 22-10 is a Lump Sum price contract. Also requested are unit prices for hand-digging planting holes and additional watering cycles beyond the initial 12 weeks for all newly planted trees. All labor, materials, overhead, mobilization, profit, and incidental costs to fully complete the project shall be included in the total price in the bid schedule. No substitutions for species or cultivars will be permitted. Bids shall be addressed to the City of West Bend Clerk's office, 1115 S. Main Street, West Bend, Wisconsin, 53095, in a sealed envelope, and marked "Sealed Bid: Tree Surety 2023 Contract # 22-10". The City of West Bend reserves the right to reject any or all bids, subject to the provisions of Section 62.15 and 66.0901 of the Wisconsin Statutes. The City also reserves the right to waive bid defects at its sole option. The city reserves the right to request information and references before awarding the contract in order to determine the qualifications of the bidder to do the work of the contract. No bid shall be withdrawn for a period of sixty (60) days after the scheduled time of opening bids. The letting of work described herein, is subject to the provisions of Section 66.0901 Wisconsin Statutes, as it applies to work done under this contract. No bid will be received unless accompanied by a Certified Check or a Bid Bond equal to 5% of the bid, payable to the City of West Bend, Wisconsin, as a guarantee that if the bid is accepted, the successful bidder will execute and file the contract and payment and performance assurances, forming a part of the Specifications, within ten (10) days after the award of the contract. The payment and performance assurances must be for an amount at least equal to the contract price and must be in the form of a bond, an irrevocable letter of credit, or an escrow account acceptable to the City. In case the bidder fails to file such contract, performance bond, and payment bond, the amount of the check or bid bond shall be forfeited to the City as liquidated damages (Section 62.15(3) of Wisconsin Statutes).
