This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways Item No. - 11-80253.00, 11-80254.00 Project Manager - Sherri Chappell, P.E. User Division - Highway Design Approximate Fee - $500,000 - Preliminary Engineering & Environmental Services (Lump Sum) 11-80253 - $225,000 11-80254 - $275,000 Project Funding - SPP Funds (State Funds) Project Length - Approximately 5.529 miles total (1.529 miles and 4.0 miles, respectively) Improve geometric alignment from KY-3472 at MP 1.7 continuing past the Bert T. Combs Park to the intersection of Beech Creek Road and White Oak Road. (approximately 1.529 miles of roadway to improve) Improve geometric alignment from the intersection of Beech Creek Road and White Oak Road to KY-11 at MP 14.24. (approximately 4.0 miles of roadway to improve) The purpose of this project is to improve safety, address geometric deficiencies and improve access on KY-3472/CR-1004 (Beech Creek Road) from MP 1.7 to the intersection with KY-11. This project is needed for the many local residents that travel from and to town on a regular basis. Visitors to Beech Creek Park and Campground and the Bert T. Combs Lake travel this section of roadway, oftentimes hauling campers or trailers. The Consultant team may include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. No additional points will be provided in the Evaluation Factors for the DBE Participation Plan.
