This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways Item No. - 5-577.00 Project Manager - Stephen De Witte, P.E. User Division - Planning SHE Office Liaison - Shane McKenzie, P.E. Approximate Fee - $600,000 (Lump Sum) Planning Study Project Funding - Federal Funds (NH) Project Length - Approximately 70 miles Planning study to evaluate the potential for dedicated Automated or Connected Vehicle (C/AV) lanes on I-64 between Lexington and Louisville. Louisville and Lexington, connected by I-64, are Kentucky's largest cities and economic drivers; however, persons without a traditional motor vehicle may find it difficult to move between the two. Connected and automated vehicles (C/AV) offer a tremendous opportunity to expand the transportation system to driverless populations (older adults, people with disabilities, those who are unable or unwilling to drive), offer speed harmonization, improve quality of life - as well as reduce crashes. The objective of this study is to examine the feasibility of dedicated C/AV lanes (or other configurations) on I-64 This study has a variety of unique considerations. Of particular interest is the suitability of the corridor to C/AV operations, as well as the upgrades needed to implement those operations. Finally, intentional public/private stakeholder and potential partner outreach/coordination is critical to the success of any ITS, TSMO, or C/AV solution. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. Opportunities for firms to be mentored on how to receive DBE and/or prequalification status may be available. An additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of five (5) points will be considered in the Evaluation Factors for the DBE Participation Plan. First Selection Meeting: December 5, 2022 Shortlist Meeting: December 15, 2022 Interviews: January 19-20, 2023 Final Selection: January 20, 2023 Pre-Design Conference: January 27, 2023 Consultant Fee Proposal: February 10, 2023 Contract Negotiations: February 22, 2023 Notice to Proceed: March 15, 2023 The method of contractor selection has not been determined at this time.
