Renovation of a water / sewer project in Beech Mountain, North Carolina. Conceptual plans call for the renovation of a water / sewer project.

Please be advised the Town of Beech Mountain is seeking proposals from qualified engineering firms to perform professional services related to the design and implementation of the Grassy gap WWTP Sewershed Study. The primary purpose of this project is to identify defects in the collection system that contribute extraneous water directly or indirectly to the Grassy Gap WWTP. Sanitary sewer overflows (SSO's) have also occurred in the collection system. A 2001 engineering study by Hobbs, Upchurch, & Associates included flow monitoring and manhole inspections for the purpose of identifying sources of I/I. Since that study is over 20 years old and since no inspection of pipes was performed, this project will augment and update the asset information for the Grassy Gap WWTP collection system. This better information will be used to plan the necessary improvements to reduce I/I to acceptable levels. Experience with projects funded through the NCDEQ Division of Water infrastructure is preferred. Project Purpose: The primary purpose of this project is to identify defects in the collection system that contribute extraneous water directly or indirectly to the Grassy Gap WWTP. The Grassy Gap WWTP, which is permitted for 0.080 MGD, has exceeded 80% of permit capacity (0.064 MGD) because of I/I. Nineteen (19) times in the past five years the monthly average flow exceeded 80% of the permit limit. The Town has received four Notice of Violations in the past four years for exceeding the limit. Sanitary sewer overflows (SSO's) have also occurred in the collection system. A 2001 engineering study by Hobbs, Upchurch, & Associates included flow monitoring and manhole inspections for the purpose of identifying sources of I/I. Since that study is over 20 years old and since no inspection of pipes was performed, this project will augment and update the asset information for the Grassy Gap WWTP collection system. This better information Project Work Plan: The Grassy Gap WWTP Sewershed Study Project is proposed as follows: 1) Flow Monitoring: Complete flow monitoring with one portable flow meter in the Grassy Gap sewershed within the six sub-basins. By monitoring and recording flows in pipes for weeks at a time, during dry weather and wet weather, data will be collected that correlates precipitation rates with pipeline flow rates. This data will be combined with GIS data for the collection system such that the infiltration rate and inflow rate for each monitored basin (sewer shed) can be compared. Those sewer sheds with the highest I/I per inch-mile of pipe and/or per manhole will then be targeted for further investigation. 2) Manhole Inspection Photo Reviews (approx. 400): Photographs of the manholes in the Grassy Gap WWTP sewershed were taken (circa 2001), but the condition description was vague. This task consists of reviewing the photos to determine a more specific condition assessment for each manhole reviewed (only currently buried manholes will be reviewed in this manner). This method is proposed in lieu of opening each manhole because the manholes are buried and because the photographs are available. 3) CCTV Inspections of Pipe and Manhole Inspections: The quantity will vary depending on accessibility. The CCTV and manhole inspections will first focus on those that are accessible in paved roads or off-road. 4) Smoke Testing: Where manholes are accessible, smoke testing will be performed to identify sources of inflow, such as direct or indirect storm drain connections and leaks through pipes where the ground is shallow enough to allow smoke to emerge. 5) Project Management: This task includes the overall management and coordination of the work to be completed, as well as coordinating with the Town staff where to complete the flow monitoring and discussing the results of the flow metering completed at each location. 6) Review & Assessments, Project Report: This task includes data input, analysis and assessment, CCTV review, rehab/repair prioritization, rehab/repair recommendations and associated costs, and a summary report of the results and recommendations. Photo reviews from Task #2 will be used in this process. Develop with the Town Manager and Public Utilities Director assistance, near construction ready rehab/repair project(s) or one that is ready for use by Town forces to make repairs.
