Franklin County, NC is requesting qualifications (RFQ) from qualified professional engineering firms to design a solid waste convenience site on county-owned property and to provide project management and construction observation. Specific work requirements include but are not limited to the following: In consultation with County staff, design the solid waste convenience site Provide project management and construction observation services Background Franklin County operates a permitted solid waste transfer station and 12 convenience sites located throughout the county. The current Youngsville site is undersized, and while is currently the smallest footprint, receives the highest volume of residential waste. The County has acquired the replacement location and requires the selected engineering firm to design a convenience site that will handle approximately 200 tons of solid waste per month with room to increase over the next 3-5 years while maintaining compliance with watershed and land use regulations. The selected firm will also provide project management and construction observation services. All firms will be required to follow Federal Equal Employment Opportunity (EEO) policies.
