The City of Lathrop invites sealed informal bids for the construction of public improvements for The Installation of Traffic Signal Network Cabinets, CIP PS 23-01, City of Lathrop, California. The scope of work to be performed under this contract is generally described as the pouring of 15 concrete pads (36"x 24"), and installation of 17 city provided (36"H x 30"W x 18"D) NEMA 3 (Cabinets). (To be picked up at the Lathrop Corp Yard 2112 E. Louise Ave.). The work will also include adding an additional 120v 20 amp circuit to existing power pedestals, and running the new circuit cabling in 2" conduit from the power pedestal through the bottom of the concrete pad and 3" conduit from the new Cabinet to the existing traffic control cabinet. Each Cabinet shall be equipped with common and ground bus bar, cooling fan, ground rod, and cabinet GFCI receptacle. Limits of work are shown on the Project Plans, Attachment A. The Installation of Traffic Signal Network Cabinets and other technical specifications are listed in Project Specifications, Attachment B. DIR Registration. Each Bidder submitting a proposal to complete the work, labor, materials and/or services ("Work") subject to this procurement must be a Department of Industrial Relations registered contractor pursuant to Labor Code Section 1725.5 ("DIR Registered Contractor"). A Bidder who is not a DIR Registered Contractor when submitting a proposal for Work is deemed "not qualified" and the proposal of such a Bidder will be rejected as nonresponsive. Pursuant to Labor Code Section 1725.5, all Subcontractors identified in a Bidder's Subcontractors' List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors. The work will provide the city with 17 new enclosures to install the new communications system and other necessary fiber optic components at various intersections to be able to connect the traffic signals to the city's network. All project materials shall be supplied by the Contractor, except for the seventeen (17) NEMA 3 cabinets, and the Work shall be performed in accordance with the Standard Specifications and the Construction Documents as defined in the General Conditions. The Work shall be complete, and all work, materials, and services not expressly shown or called for in the Construction Documents which may be necessary for the complete and proper construction of the Work in good faith shall be performed, furnished, and installed by the Contractor as though originally specified or shown in said Construction Documents, at no increase in cost to the City.
