Located in San Mateo County, The City of South San Francisco proudly remains The Industrial City, a reflection of its steel mill and ship building past, redefined to reflect the innovative, entrepreneurial, and industrious spirit which has made South San Francisco the Biotech Capital of the World, with 217 active biotech companies and growing. The City of South San Francisco is proud of its diversity with over 80% of households identifying as households of color and over 60% of households speaking a language other than English at home. South San Francisco enjoys a high quality of life with an extensive public parks system, active library and learning programming and a dynamic, engaged community making South San Francisco a great place to live, learn, work and play. 840 West Orange Avenue is currently one of South San Francisco's branch libraries. In the fall of 2022, the facility will close as the library moves to a new facility, the Library | Parks & Recreation Center at 900 Antoinette Lane. The 14,400 sf building is located on a roughly 1.5 acre parcel. The intent of the City is to convert this building into a facility that will accommodate licensed preschool programs that are run by the Parks and Recreation Department. The attached study from 2019 outlines some initial options for the renovation. Preferred option 1 on page 28 of the attachment is the current preferred plan, however the initial phase of this project will seek to confirm this scope of work as the most ideal. This RFP is intended to solicit proposals to furnish Owner's Representative/Project Management/Construction Management Services for the planning, design and construction phases of the 840 West Orange Avenue Renovation Project in the City of South San Francisco. The City intends to award this contract to qualified organizations based upon expertise, qualifications, and costs.
