The City of Covington, Georgia (City) and the Newton County Water and Sewerage Authority (NCWSA) have adopted an agreement to jointly maintain a required Watershed Protection Plan (WPP). The WPP is administered through the City and its similarly related joint venture Land Application System (LAS). The City is seeking proposals from firms with qualified project staff to provide assistance with the administration of the WPP. Proposals should not exceed 5 pages, while highlighting staff, experience and professional ability to perform each of the major elements listed below. Proposals shall also include pricing options from full and complete administration to a partnership with specific responsibilities. The goal of this WPP, approved and implemented since 2007, is to maintain its history of monitoring and reporting excellence while providing qualified analyses of monitoring data relating to current and potential influences. The WPP is a living document that also requires coordination with other programs (MS4) related to protecting water quality. The City reservesthe right to disqualify any bid that failsto provide information or data requested herein or that provides materially inaccurate or misleading information or data. The City reserves the right to disqualify any respondent based on any real or apparent conflict of interest disclosed by the proposals submitted or any other data available to the City. This disqualification is at the sole discretion of the City. By submission of a proposal hereunder, the proposer waives any right to object now or at any future time, before anybody or agency, including but not limited to, the City Council, or any court, as to the exercise by the City of such right to disqualify or as to any disqualification because of real or apparent conflict of interest determined by the City.
