Demolition, site work and asbestos abatement for a residential development in Sidney, New York. Completed plans call for the demolition of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.

This project is being financed with U.S. Department of Housing and Urban Development ("HUD") Community Development Block Grant-Disaster Recovery ("CDBG-DR") funds administered by the NYS Governor's Office of Storm Recovery ("GOSR"). Attention of bidders is particularly called to Section 3 requirements, M/WBE goals, Federal labor standards, Federal and State prevailing wage rates, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts. The scope of work for this bid is the demolition of three residential properties that have been purchased by Delaware County with funds included in FEMA's Hazard Mitigation Grant Program (HMGP) Flood Buyout Program, United States Department of Housing and Urban Development (HUD), and the Governor's Office of Storm Recovery (GOSR). The three properties to be demolished are located in the Village of Sidney NY at 12 Gilbert Street, 25 Willow Street, and 62 River Street. 12 Gilbert and 25 Willow have been condemned by the Delaware County Code enforcement officer, and the letters of condemnation are attached in Attachment C. An asbestos report and laboratory samples for 62 River is attached in Attachment D. Due to the compromised structural integrity of 12 Gilbert, and the unsafe and unhealthy conditions at 25 Willow Street asbestos samples were not obtainable and all demolition debris should be assumed to contain ACMs. Controlled demolition variances for 62 River and 25 Willow have been approved by the Department of Labor Asbestos Control Bureau, and are attached in appendix G. Due to the amount and location of the ACM's identified in the survey for 62 River traditional abetment is not practicable. There is a pigeon infestation in the attic 25 Willow Street resulting in a large accumulation of pigeon guano. This presence of pigeon guano has created unsafe working conditions, and an asbestos survey was not obtainable.
