W912DW-23-B-0011 - FY23 Quillayute Rialto Revetment Repair Sources Sought This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be a construction project with a firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this Sources Sought announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction. The Product Service Code (PSC) is Y1PZ, Construction of Other Non-Building Facilities. The associated Small Business Size Standard is $39.5 Million. Responses to this Sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be in effect for a period of one year from the date of this notice. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 237990, PSC code Y1PZ, and Small Business Size Standard $39.5 Million. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and other than small businesses. After review of the responses to this announcement and, if the Government still plans to proceed with this project, a separate solicitation announcement will be published on SAM.GOV. Responses to this announcement are not an adequate response to any future solicitation announcement. PROJECT DETAILS: FY23 Quillayute Rialto Revetment Repair The Seattle District, U.S. Army Corps of Engineers is seeking potential sources for the repair of the Quillayute Rialto Spit Revetment at the Federal Navigation Project in Quillayute, La Push, WA. The work is anticipated to begin in the Fall of 2024 and all in-water work must be completed by Feb 28, 2025. The repair area is from Station 19+00 to Station 22+00. The project will require approximately 8,500 tons Armor Stone (5-10 ton depending on rock density) and 850 tons Core Rock (2-12 inch core/base layer). It is anticipated the work would be performed in the Fall-Winter of 2024-2025. This performance window is during the worst storm season and worst marine and river conditions. The construction areas are fully exposed to strong and severe river and marine conditions. The Quillayute River runs very fast and there will be lots of woody debris coming down the river. Marine conditions (tides, swells, currents, etc.) are significantly subject to winter storms that hit this west coast location. Contractors should expect difficult construction conditions. The in-water work window starts Sep 24, 2024 and ends Feb 28, 2025. In-water construction/placement may not commence before Sep 24, 2024, subject to the contract award date. However, depending on the award date, construction work such as procuring, transporting, and staging material can be done prior to the in-water work window. All in-water work must be completed by Feb 28, 2025. Pursuant to FAR 36.204, the estimated magnitude of construction is expected to be between $1 Million and $5 Million. REQUIREMENTS: Interested firms should submit a capabilities package, to include the following: 1. Firm's name, address (mailing and URL), point of contact, phone number, and email address. 2. CAGE code and UEI. 3. Firm's interest in bidding on the solicitation, if issued. 4. Business classification: Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone Small Business (HUBZone), 8(a) Program, or Other Than Small Business (Large Business). 5. Firm's joint venture information (if applicable). 6. Bonding information (provide bonding limits on the bonding company's letterhead): a. Single bond b. Aggregate c. Point of contact for the bonding company 7. Please complete and return the attached questionnaire regarding Small Business subcontracting goals if responding as an Other Than Small Business (Large Business). All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response to this announcement.
