Site work for a water / sewer project in Forest Grove, Oregon. Completed plans call for site work for a water / sewer project.

The work generally consists of providing all construction services, equipment, necessary tools, materials, fuel, personnel, supervision, and labor required to complete the preparation and placement as specified herein: Work for improving storm drainage includes a connection to an existing wetland outfall within the park and new connection outfall through Stites Park, into a new water quality swale. Work includes an 18" diameter pipe through the park entrance, with manholes at the right-of-way connection, overflow and connection to the existing storm line. The water quality swale work, includes layout and grading. The planting within the water quality swale and surrounding mitigation/enhancement planting in that area of Stites Park will be done by others. In water work provisions do not apply to this project. The gravity storm conveyance work (between Cedar Street and connection to new 60-inch manhole over existing 30-inch outfall in Park) shall be completed by February 6, 2023. The remainder of the work including new park outfall and demo of existing pump station system shall be completed by February 28th, 2023. Itemized cost tracking of the work as provided in the bid form for the project, will be required. Bidders are solely responsible for ensuring actual receipt of the bid by the City of Forest Grove at the place and time designated above. Bidders must conform to the requirements of these bid documents and related, applicable laws. Bidders shall be solely responsible to check for and download all addenda, if any, from the City digital web site prior to bidding. Contractor, its subcontractors, if any, and all employers working under the Contract are subject to employers under the Oregon Workers' Compensation Law and shall comply with ORS 656.017, which requires them to provide worker's compensation coverage for all their subject workers. Bidders must sign all Bid Forms, and in doing so, agree to comply with the provisions of ORS 279C.840 or 40 U.S.C. 276a Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage. Davis-Bacon Federal Wage Determination also applies to this project. Contractor and all subcontractors must be registered with the Oregon Construction Contractors Board (in compliance with ORS 701.055) and/or the Landscape Contractors Board 700 Summer Street, NE, Suite #300 Salem, OR 97310-0151 (503) 378-4621 (in compliance with ORS 671) prior to bid opening. Bidders must complete and submit, in a sealed envelope, the First-tier Subcontractors Disclosure Form provided in the bid documents, no later than two working hours after the bid are due, per ORS 00120.40(f). This form shall be submitted to the office of the City Recorder, City of Forest Grove, 1585 Poplar Street, Forest Grove, OR 97116 no later than 12:00 PM local time on Day of the BID CLOSING. Licensing per ORS 468A.720 (working with asbestos) is not required for this project. The City reserves the right, but is not obligated, to waive any irregularities or informalities in its sole and absolute discretion. City intends to issue notice to proceed December 16, 2022 and have the work fully completed as specified above. All vendors must accept the terms included with this Request for Bid as part of the contract. If a proposer is exempt from a particular term due to a statutory or regulatory exception or exemption, whether the exception or exemption applies to the contract matter, the type of work, or the vendor, the vendor will be considered to have met the requirements of that term. Award shall be made only to responsible contractors that possess the potential ability to perform successfully under the terms and conditions of the contract. Consideration shall be given to contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
