The City of Charleston (Owner) seeks a Contractor to furnish all labor, materials, and equipment necessary to provide preventative/predictive maintenance and on-call corrective services of the stormwater pump stations within the Owner's stormwater system. The City of Charleston Department of Stormwater Management (Owner) requests General Contractor (Contractor) Qualifications and Proposals for the following Project: STORMWATER PUMP STATION MAINTENANCE CONTRACT The City of Charleston's (Owner) stormwater drainage system currently includes three stormwater pump stations with plans for an additional two future pump stations to be operational in the next 5 years. Each of these facilities provides critical stormwater services to mitigate the risk of flooding. The pump stations are designed to pump stormwater from the drainage system through tunnels, drop shafts, vortex inlets, wet wells, and/or discharge lines to an outfall and into an adjacent body of water using the primary stormwater pumps. Current primary pumps are electric submersible; however, a pump station under construction will utilize diesel driven pumps. The pump stations include additional electric submersible pumps which are generally used to dewater the wet well and deep tunnel system, as applicable, and/or to remove silt/sediment/debris from the system. The scope of preventative/predictive maintenance and oncall corrective maintenance services is generally limited to equipment and structures within the pump station facility footprint, including the wet well, influent pipes, outfall pipes, discharge pipes, outfall structures, and other near-surface components as assigned. Effective operation of the facilities relies on electrical and control systems, diesel engines (current and future), mechanical processes, and mechanical building systems. Two pump stations are designed for fully automatic and manual control of the pump station via a programmable logic controller (PLC), with a focus on secure and reliable monitoring and control of equipment and process conditions. One pump station is controlled by float switches only. The Owner seeks a Contractor to furnish all labor, materials, and equipment necessary to provide preventative/predictive maintenance and on-call corrective services of the stormwater pump stations within the Owner's stormwater system. The Contractor will be required to maintain the facility and facility equipment in accordance with its design and maintain the aesthetic quality of the facility as originally constructed. The work will include, but is not limited to, routine inspections, preventative/predictive maintenance, on-call corrective maintenance, emergency response, calibration of equipment, and custodial services of buildings and grounds.
