Site work and new construction of a multi-residential development in Salisbury, Connecticut. Conceptual plans call for the construction of a multi-residential development; and for site work for a multi-residential development.

The Salisbury Housing Committee, Inc. (SHC) has recently received title to a vacant 5.32 acre property that is adjacent to the Salisbury town center. SHC will develop affordable rental housing units on the premises. SHC invites you to submit your proposals for providing architectural and engineering services for this project. Selection will be based on information submitted in response to this Request for Proposals, on the basis of the items outlined below. Interviews will be scheduled during January 2023, if necessary, to assist in final selection. Our intent is to select an architect by January 13, 2023. Any interested Architect should contact David Berto at dberto@housingenterprises.com to be included on the list of registered parties to receive updates, addenda, etc. This undeveloped site has access to town water and sewer and the building area provides generally level building topography with good soils and mature trees. The building area is approximately 2.7 acres. The building area was mapped to avoid wetland soils and sensitive habitats on the parcel, including vernal pools. Predevelopment and construction activities must account for the protection of the following state-listed species documented during the Natural Diversity Database (NDDB) review process: wood turtle (Glyptemys insculpta). SHC is proposing the development of approximately 18-20 affordable rental units on this site. The following exhibits are included as attachments: property card, site survey, and a map showing proposed building site. There are a range of tasks anticipated to be a part of the design and build scope. The final work list will be determined by working together during the design process. The architectural and engineering services required for this project are to include site and civil engineering, landscape design, MEPFP engineering, structural engineering. Indicate if energy modeling, green certification, utility rebate coordination, cost estimating, or other related services are included or not. The tasks are divided into three phases: 1. The first phase will consist of preliminary site and schematic design work as needed to secure local approvals. Included in the first phase is the following: o Working with the team to evaluate site and building alternatives and establish the conceptual design for the project. o Site design, including grading, utilities, building placement, parking, etc. o Schematic Design of the housing units as required to obtain Town of Salisbury Inland Wetlands and Planning & Zoning approvals. o Assistance to obtain Town of Salisbury Inland Wetlands and Planning & Zoning approvals. o Preliminary construction drawings as required to obtain preliminary construction pricing and to meet CHFA and DOH 40% plans requirements 2. The second phase will consist of full architectural and engineering services for design development and construction documents. 3. The third phase will consist of construction contract administration, including contractor bidding and selection, and post-construction services. This third phase is contingent upon funding availability. The Salisbury Housing Committee (SHC) is seeking proposals for architectural and engineering services for new affordable housing construction of 18-20 units on a vacant 5.32 acre property that is adjacent to the Salisbury town center. Special Considerations 1. The proposed project will be made possible through grants and loans from a range of public and private sources. Development of the proposed project will be subject to program requirements imposed by these entities. 2. The selected architectural firm will work closely with SHC. 3. For work associated with residential apartments, the project will be required to meet CHFA multifamily design standards. 4. SHC intends to obtain a general contractor for the work of this project through a competitive bidding process. 5. SHC encourages architectural firms to include Women and Minority Owned Firms in their proposed design team. 6. The project is expected to be extremely energy efficient, and will include, as possible, green certification(s), net zero ready, net zero and carbon neutral. SHC reserves the right to rescind this Request for Proposals and re-issue at a later date for any reason The method of contractor selection has not been determined at this time
