The Village of Northbrook (Village) is requesting proposals for professional engineering consultant services (Consultant Services), which include, but are not limited to the evaluation, research, preliminary design, and cost estimation that is necessary to prepare a Third Addendum to the Master Stormwater Management Plan (MSMP) dated August 2011. The Villages Stormwater Management Commission (Commission) and staff evaluated thirty-four projects and found that eight projects would be considered for further evaluation as part of this Third Addendum. The Villages Commission, staff and the Board of Trustees contributed to an MSMP dated August 2011 in order to reduce flooding impacts for problematic drainage areas within the Village. The MSMP included twenty-two public infrastructure projects. An initial (First) Addendum to the MSMP dated April 2012 was completed, which added another six projects. A Second Addendum to the MSMP dated April 2015 was completed, which added another three projects. It is now recommended by the Commission and staff to complete a Third Addendum to the MSMP, which will evaluate an additional eight neighborhood improvement projects. The Village is seeking a qualified professional engineering firm for the completion of a Third Addendum to the Master Stormwater Management Plan. This project consists of the evaluation, research, preliminary design, and cost estimation of eight identified project locations. All RFP recipients are encouraged to review the original MSMP and its two addendums and to recommend tasks that have been omitted from this RFP. Pertinent exhibits for this project are included in the Appendix. The scope of work to be performed by the Consultant will include but not limited to the tasks/services below unless otherwise designated. (If any additional tasks are added by the Proposer, please note as such by either bolding or italicizing in Proposal): Phase 1 Kick-off meeting with Village staff. Coordination with the Villages GIS Consultant to obtain all available utility and aerial contour mapping data for the Village. It is the intent that no field survey work should be needed. Review and evaluation of past rain fall related flooding information, which includes, but is not limited to the current Flood Insurance Rate Maps (FIRMs). Review and compilation of historic rain fall data to be included in Addendum #3. Review of all pertinent past stormwater studies and reports. Review of photographs, written accounts, etc. of past flooding events in the eight project areas.
