Site work for a mixed-use development in Petersburg, Indiana. Conceptual plans call for site work for a playground / park / athletic field.

In accordance with IC 5-23-5, the City Council (the Council) for the City of Petersburg, Indiana (the City ), invites all qualified parties to submit Proposals and Statements of Qualifications to develop infrastructure to support new housing growth in the City, the Project (the Project), under a public-private partnership. Although the full scope of the Project is not determined, the City has a clear need for infrastructure improvements that support the development of additional housing. In order to facilitate the potential housing growth, the City is publishing this RFPQ to identify developers that are capable of scoping and constructing supportive infrastructure improvements. The purpose and intent of the Project is to fulfill essential economic development and quality of life goals for the City, and to meet the City's obligation to provide safe road and utility infrastructure in a post-pandemic culture. II. PROJECT SCOPE: The selected proposer will provide all financing services, site procurement, development services, design services, site work, labor and material to develop and construct the Project. The approximate limits of the project area are shown on Exhibit A. A preliminary scope is detailed below. The City desires to extend off-site municipal sanitary sewer and water utility services to the proposed Meadows of Parkview Subdivision, starting at the existing Arrowhead Drive past the new subdivision to service Hornady Park within the scope of the Project. The existing buildings within City Park and Hornady Park are not currently serviced with sanitary sewer and water utility. The City desires to improve the following facilities by connecting and serving them with sewer and water utilities within the scope of the Project. 1. The Park Superintendent's house 2. 4-H grounds, totaling three structures (4-H building, 4-H barn, and 4-H Amphitheatre) 3. Public restrooms at the Park 4. Kiefer Splash Park restroom also on sewer. The City of Petersburg has been awarded $450,000 in READI funds, from the Indiana First READI Plan, to support the proposed Meadows of Parkview Subdivision. The READI funds are to be used to design and construct certain public improvements, primarily located within the proposed right-of-way of the future subdivision. The Citys READI funded infrastructure improvements are limited to mass earth moving for drainage, lot shaping, the public sanitary sewer mains, water mains, stormwater infrastructure and roadways to be constructed within the Meadows of Parkview Subdivision. The City desires to complete the READI project within the scope of the Project. The City of Petersburg desires for the proposed to coordinate with the Meadows of Parkview Subdivision landowner and preferred housing developer to engage one civil engineering firm to design the Project in conjunction with the Meadows of Parkview Subdivision project. To the extent that any of the requested information is currently unavailable, please submit a proposal listing your qualifications and any information currently available, in which case the City may enter into a scoping period with the proposer to provide more time for the proposer to complete this information. Upon receiving a satisfactory proposal (or scoping period deliverables) from the selected proposer, the City will move forward with the Project and selected proposer via resolution or ordinance at a public hearing to complete the design, construction, and development of the infrastructure to support new hosing growth in the City. If (1) the selected proposer is unable to produce a satisfactory proposal or scoping period deliverables, or (2) the City determines that the Project is not necessary or wise, then the City will reject the proposers proposal or cancel this RFPQ process altogether. In either event, the resulting scoping period deliverables will be solely owned by the City, and the City may use the information from the scoping period deliverables for its future use and benefit. III. PROPOSAL EVALUATION: The City has formed a committee to review the proposals received. The criteria which will be utilized in evaluating proposals are as follows: o Your experience developing similar projects o Your demonstrated ability and capacity to perform the work, including your reputation as indicated by your references for performing this type of work IV. PROPOSALS Please respond to the following requests: o A description of the project team. o Identify at least three (3) similar projects you have financed and developed. o A proposed schedule for the Project, including scoping period, dates to start and complete design and construction. V. General Conditions It should be understood that: o The City reserves the right to reject any and all Proposals/Statements of Qualifications at its sole discretion. o The City does not require you to submit a certified check or other evidence of financial responsibility with your proposal other than the description of financing approach requested above. o The amount of financial support requested from the City will be weighted equally with the proposer's development approach and demonstrated qualifications by the selection committee when determining whether or not to move forward with the proposed project. o All proposers will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. The City may enter into discussions with proposers to clarify and assure a full understanding of proposals. o The City may refuse to disclose the contents of the Proposals/Statement of Qualifications during discussions with eligible proposers. o The construction of any infrastructure procured via this solicitation will be financed in partnership with the selected proposer under IC 5-23, and therefore the Project will not utilize "public funds" as defined in IC 5-22-2-23. Per both statutes, the selected proposer will not be subject to further procurement processes under IC 36-1-12 or any other statute. However, the selected proposer will be required to provide a performance bond for 50% of the construction costs and a payment bond for 100% of construction costs per both IC 5-23 and IC 36-1-12. Proposing firms shall not contact City Common Council members, the Mayor, or any other public officials upon release of this RFPQ other than the RFPQ Committees representative (the Representative) listed below, unless authorized or directed to do so by the Representative. After the scoping period, the RFPQ Committee shall either make a recommendation to award the public-private agreement to a proposer (or proposers), or shall terminate the process altogether. The method of contractor selection has not been determined at this time.
