The City of Falls Church has released an Invitation for Bids (IFB) for Broad St Pedestrian Crossing Project. ALL INQUIRIES should be made in writing and forwarded to the City's Purchasing Agent, via email to jwise@fallschurchva.gov with copy to ylee@fallschurchva.gov by no later than Thursday, December 22, 2022 @ 12:00 NOON Brand Names and Proposed Equals Please refer to Attachment J, Special Provisions for information regarding specific requirements for Traffic Controllers and related equipment. Unless otherwise provided in this solicitation, the name of a certain brand, make or manufacturer does not restrict Bidders to the specific brand, make or manufacturer named, but conveys the general style, type, character, and quality of the article desired. Any item that the City, in its sole discretion, determines to be the equal of that specified, considering quality, workmanship, economy of operation, and suitability for the purpose intended, shall be accepted. Failure to furnish adequate data for evaluation purposes may result in declaring an offer non-responsive. Unless the Bidder clearly indicates in its Bid that the product offered is an "equal" product, such Bid will be considered to offer the brand name product specified in this solicitation. GENERAL SCOPE OF WORK The Contractor will furnish all labor, supervision, materials, tools, equipment, resources, administration, coordination, transportation, superintendence, falsework, water, water haulage, light, power, temporary construction of all kinds, and other services and facilities of every nature whatsoever that are necessary to execute the Work as described and required in the Contract Documents. A specific Scope of Work and additional requirements are described in the Special Provisions for this project. The Contractor is obligated to obtain clarification from the City's Project Manager concerning any questions about or conflicts in the Contract Documents in a timely way, so as not to delay the progress of the Work. The Contract Documents set forth the minimum requirements expected by the City and the Contractor as necessary to complete the Work. Said Work shall be delivered to the City complete and usable within the scope of the Contract, with all parts in working order, and all connections properly made. C. CRITERIA 1. STANDARDS & SPECIFICATIONS The Work shall be performed in full compliance with the following documents, read together as a single specification: The Construction Plans and Drawings for the Work; City of Falls Church Special Provisions relevant to the Work; City of Falls Church Supplementary Specifications relevant to the Work; City of Falls Church Tree & Landscape Specifications, current edition; City of Falls Church Standard Details, current edition(s); To assure that the bids are secure, password access to the bids should be sent by no later than the bid due date and time and addressed ONLY to jwise@fallschurchva.gov with copy to ylee@fallschurchva.gov. Passwords SHOULD NOT be included with the bid submission email BUT IN A SEPARATE EMAIL.
