The intent of this synopsis is to make notice of a proposed contract action for performing construction services for Hangar 404 Fire Protection & Building Envelope Repairs at Naval Air Station Oceana, Virginia Beach, VA. PROJECT DESCRIPTION: This project provides repairs to the Hangar 404 building envelope and fire protection, electrical, HVAC, and compressed air systems. The existing Aqueous Film Forming Foam System (AFFF) will be removed and replaced with an ignitable liquid floor drainage assembly. The overhead sprinkler system will be serviced as a wet-pipe system (water only). Finally, the project will construct minor expansions to the building to provide for a compressed air mechanical room and Mission Planning Room. GENERAL OVERVIEW OF PROCUREMENT PROCESS 1.1.1 This acquisition is being solicited on an unrestricted basis, with Full and Open Competition. 1.1.2 The NAICS code for this procurement is 236220 and the size standard is $45,000,000. 1.1.3 In accordance with DFARS 236.204(iii), the magnitude of construction for this project is between $25,000,000 to $100,000,000. 1.1.4 This solicitation is formatted as a Request for Proposal according to FAR Part 15. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. PRE-PROPOSAL INQUIRIES (PPIs): All inquiries must be submitted in writing and received by the Contract Specialist no later than 21 APRIL 2023 at 5:00PM EDT in order to permit adequate time to reply to the inquiry.
