For the furnishing of all labor, tools, materials, equipment and supervision necessary for the project known as "MEDINA CITY RAILROAD IMPROVEMENTS", City of Medina Project Number 1097, at which time bids will be publicly opened and read. Bids must be submitted on the forms provided by the City and placed in a sealed envelope with the name of the Project, the name of the bidder and the bid date and time clearly marked on it. Bidders are required to purchase the contract documents to be listed on the plan holders list to submit a bid. Refunds will be made for contract documents returned to the City Engineer in good condition within ten (10) calendar days of the bid opening. The project consists of a Base Bid and a Bid Additive. The City has set the final completion date for the project as July 31, 2023; however, the bidder's will be given the opportunity to submit an earlier completion date, if they desire. Completion date will be one of the factors utilized by the City of Medina when evaluating bids. The bidder must submit a completion date with the bid submitted. This project is partially funded via a Federal-aid Highways Fund grant administered by the Ohio Rail Development Commission (ORDC). As such, contractors must be ODOT pre-qualified for the work to be performed at the time of bidding, the time of sale, the time of award, and through the life of the construction contract. A four (4%) percent Disadvantaged Business (DBE) goal has been set for this project. Each bid must be accompanied by a Certified or Cashier's Check, or a bid bond, in the amount of 10 percent of the total amount bid, made payable to the City of Medina and the State of Ohio, Ohio Rail Development Commission as guarantee that, if the bid is accepted, a contract will be entered into with the City within thirty (30) days and its performance secured by a performance bond in the amount of 100 percent of the contract price, and in default thereof, said check or bond will be forfeited to the City of Medina and the State of Ohio, Ohio Rail Development Commission as liquidated damages. The City of Medina reserves the right to reject any and all bids and the right to waive any informalities or irregularities in the bidding.
