As of May 16, 2024, per owner an engineer has been identified but that is all the information they can provide. The City of Forest Grove (City), Oregon, is issuing a Request for Proposals (RFP) from qualified firms or individuals (Proposer) with demonstrated experience in professional engineering services for preliminary design, design, bid document preparation, and construction of a Water Storage Reservoir Replacement Project as defined in the Request for Proposals. City will use a Contract Phasing approach for each stage of the project and will plan to issue a separate Notice to Proceed (NTP) for each phase as internal approvals and funding is secured. To be considered, interested parties must submit their Proposals in accordance with the requirements set forth in the RFP. The RFP will be used to select the Proposer to provide professional engineering services required to complete professional engineering services which generally includes and at the same time are not limited to what has been described in Section 3 of the RFP. Responses to this RFP will be reviewed, scored, and ranked according to the criteria and process defined in this RFP. The Proposer selected for contract negotiations will be the firm selected as the most qualified through the evaluation process. The consultants are encouraged to review additional information described in Section 2 of RFP. For immediate access to this additional information, and to be notified of release of new information, interested engineering firms may submit attached signed confidentiality agreement to Derek Robbins, djrobbins@forestgrove-or.gov.
The City may reject any response not in compliance with all prescribed solicitation procedures and requirements and other applicable law, and may reject any or all responses in whole or in part when the cancelation or rejection is in the best interest of the City, and at no cost to the City.
