The City of Pierre is soliciting Construction Manager at Risk (CMR) Services on behalf of Missouri Shores Domestic Violence Center from firms interested in providing construction services required for pre-construction planning through construction for a new shelter located in Pierre, South Dakota. The project scope involves the construction of a new domestic violence and sexual assault emergency shelter totaling approximately 12,000 square feet complying with relevant local building codes, state, federal, and local requirements associated with the site/project. The CMR services will be contracted generally using AlA Document A133 General Conditions as a basis for Agreement. The Owner will work with the design and construction team for the most advantageous project scheduling, but in general it should fit within the time frame of January 2023 to June 2024 with a construction window of approximately 18 months. Firms wishing to be considered for providing professional CMR services for this project should send a Statement of Qualifications which includes: Examples of past projects with similar size and/or scope. Resumes of key personnel/ subconsultants who will be assigned to this job. Explanation of innovative ideas (via examples or methods) which positively impacted cost, quality, schedule, and/or value. Explanation of processes to maintain a "transparent" structure for bidding and estimating and methods used to ensure qualified, yet cost competitive, subcontracted work. Approach to establishing the GMP at no less than 50% of Design/Development and how you plan to maintain same throughout completion. Owner contact information for your last three comparable CMR projects completed. Approach for determining compensation structure for preconstruction/construction services. Evaluation of the proposals will be based on qualifications as Construction Manager at Risk according to ranking criteria below: 1. Methodology and past history of working in cooperation with designers to meet a fixed budget which includes all disciplines (Architectural, Structural, Civil, Electrical, Mechanical, Plumbing, etc). History and success of guaranteeing GMP in the Pre-Construction Phase (25%); 2. Particular expertise, capabilities, and technical competence as demonstrated by the proposed approach and methodology to meet the project requirements (20%); 3. Record of past performance including price and cost data from previous projects, quality of work, ability to meet schedules, cost controls, historic change order percentage , and contract administration (15%); 4. Proposed construction management techniques (15%); 5. Capability to bond (15%); 6. Familiarity with the project locale (5%); and 7. Availability to the project locale (5%).
