The proposed project w ill be a Total 100% Small Business Set-Aside, firm fixed-price contract procured in accordance w ith FAR Part 13, Simplified Acquisition Procedures, via a request for quotation (RFQ) w ith the selection decision made on a low est priced, technically acceptable bassis f rom a responsible offeror. Type of Contract: Firm Fixed-Price (FFP) NAICS: 237990 - Other Heavy and Civil Engineering Construction Size Standard: $39.5 Million Magnitude of construction: Betw een $100,000 and $250,000 INSTRUCTIONS TO OFFERORS The Government will award a firm-fixed-price (FFP) contract to the responsible Small Business Offeror whose offer is the lowest priced, technically acceptable. Offeror's must be registered in the System for Award Management (www.sam.gov) at the time a quote is submitted. The quotes will be evaluated based on the following three (3) factors: Factor I: Technical Capability Factor II: Past Performance Factor III: Price Proposal Offers shall be prepared in accordance with these instructions, providing all required information in the specified format. Timely submission will be documented in accordance with the date and time stamp of the email submission. An email confirmation will be sent by the Government within one business day to confirm receipt. If the Offeror cannot provide a Bid Guarantee in accordance with FAR 52.228-1, the Offeror's quote will not be considered valid for this solicitation. Submit the Bid Guarantee electronically with the quote submission. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Quotes shall be submitted via email ONLY to Ms. Erica Stiner at erica.j.stiner@usace.army.mil by 27 April 2023 at 6:00 PM ET. Questions concerning this solicitation must be submitted by email (erica.j.stiner@usace.army.mil) no later than 14 April 2023 at 6:00 PM ET. This will allow responses to be posted on SAM.gov prior to the solicitation closing. Offerors are responsible for checking for any amendments to the solicitation at SAM.gov. A site visit will be hold on 4 April 2023 at 10:30 am local time. The point of contact is Mr. Jeffrey Meadows (570- 213-2264). Advance registration is requested but not required. Attendance is optional and questions will not be answered on-site. Submit all questions in writing as stated above. Attendees should bring steel-toed boots and a hard hat.
