Offeror's must be registered in the System for Award Management (www.sam.gov) at the time a quote is submitted. The quotes will be evaluated based on the following three (3) factors: Factor I: Technical Capability Factor II: Past Performance Factor III: Price Proposal Offers shall be prepared in accordance with these instructions, providing all required information in the specified format. Timely submission will be documented in accordance with the date and time stamp of the email submission.
