Demolition, site work and new construction of an educational facility in Belchertown, Massachusetts. Working plans call for the demolition of a educational facility; for the construction of a 113,900-square-foot, three-story above grade educational facility; and for site work for a educational facility.

The new Jabish Brook Middle School building will be located at the same site as the existing middle school, 62 Washington Street. The new middle school building will be a three-story, 113,900 GSF facility with classrooms, a gymnasium, cafeteria/commons, athletic fields, and associated spaces. The existing middle school will remain open throughout construction. The existing school will be completely demolished after the new facility is occupied. The estimated construction cost for this project is $101.7 Million. This Request for Qualifications will be used to pre-qualify Construction Manager at Risk Firms. Firms interested in providing Public Construction Manager at Risk (CMR) Services for the Project are invited to submit a Statement of Qualifications ("SOQ") to Belchertown Public Schools. This CM at Risk services procurement is conducted pursuant to M.G.L. Chapter 149A, contained in Chapter 193 of the Acts of 2004. This Request for Qualifications ("RFQ") is the first phase of a two-phase procurement process as set forth in MGL Chapter 149A. The register of all respondents will be posted; however, responses will not be opened publicly. Belchertown Public Schools is prequalifying firms interested in providing public CMR services for the project through this RFQ process. Belchertown Public Schools will evaluate submitted SOQ's based upon the identified evaluation criteria and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to submit a Proposal in response to a detailed Request for Proposals ("RFP") which will be issued in the second phase of the procurement process. Only those firms determined to be qualified by the Prequalification Committee will be invited and permitted to submit a proposal in response to the Phase Two RFP. Firms that are not selected as qualified by the Prequalification Committee and firms that do not participate in the RFQ phase will be precluded from participating in the RFP CMR selection phase. The estimated project duration is 36 Months. The Designer assigned for this project is Lamoureux Pagano Associates Architects, and the Owner's Project Manager is Skanska USA Building. The Statement of Qualifications must be signed under pains and penalties of perjury. Design development documents will be available november 20, 2024 60% construction documents will be available march 5, 2025 early bid packages will be available (site only) march 19, 2025 90% construction documents will be available (early structural bid package available) june 18, 2025 100% construction documents will be available july 30, 2025 substantial comple- tion date for phase 1 (building) july 1, 2027 substantial comple- tion date for phase 2 (demolition remaining site work) august 1, 2028 Belchertown Public Schools reserves the right to waive any informality in, or to reject any or all responses, if in the public interest to do so.
