Site work for a water / sewer project in Newark, Ohio. Conceptual plans call for site work for a water / sewer project.
The Hanover-Marne Area Watermain Project (Project) will extend municipal water service to the Marne Area and Village of Hanover from the eastern limits of the City of Newark (City). The Project will consist of complete engineering services for the design of approximately 43,800 feet of eight-inch and twelve-inch (12-inch) diameter watermain, including valves, fire hydrants, water services, connection to the City and other appropriate appurtenances. The preliminary alignment of the 26,100 feet 12-inch diameter water main will generally follow E. Main Street, Marne Road, Licking Valley Road NE, W High Street NE, and S. Main Street NE. Additionally, watermains will be designed along the following local roadways: Montgomery to Bolen (3,295 feet; 8-inch dimeter) Bolden to Licking Valley (5,165 LF; 12-inch diameter)Hainesview to terminate north of school (2,440 feet; 10-inch diameter) Flowers Drive to Echo Drive (West) (2,370 feet; 8-inch dimeter) Meadow Drive to Echo Drive (East) (1,565 feet; 8-inch dimeter) Darla Drive to Meadow (1,465 feet; 8-inch dimeter) New Home to Chester (1,065 feet; 8-inch dimeter) Main Street both North and South (335 feet; 12-inch dimeter). A preliminary engineering evaluation and alternative analysis, along with preliminary cost estimates, has been completed and the report is included with this RFQ. The anticipated scope for this project is to complete preliminary and final design of items outlined in the preliminary engineering report, obtain PTI approval (if needed) through the Ohio EPA, generation of bidding documents for construction submitted for bid within a 12-month time frame from the beginning of the design services contract. Licking County intends on using ARPA funding for construction of the proposed improvements. The prospective submitter should evaluate the preliminary alternative report, along with other supporting documents. Licking County uses a Qualifications Based Selection Process conforming to the requirements of Ohio Revised Code Sections 153.65(D), Statement of Qualifications should include, but not limited to information on the firm's history, education and experience of owners and/or key project personnel; technical experience of firm's current staff; firm's experience on performing similar work; availability of staff; firm's equipment and facilities within proximity of Licking County; References on previous and similar work. Each member of the evaluation committee shall evaluate the proposals and the following criteria shall be used to evaluate the proposals.Once the proposals have been evaluated and the firms ranked, Licking County shall notify all firms and may enter contract negotiations with the highest ranked firm. Licking County shall establish the proposed terms and scope of services for the project's contract. Should the negotiations with the highest ranked firm be unsuccessful, then they shall be terminated, and negotiations shall begin with the next highest ranked firm. This process shall continue until a contract is successfully negotiated. If all the negotiations are unsuccessful, all of the firms that submitted proposals will be notified that the selection process has been terminated. Licking County reserves the right to terminate the final negotiations at its discretion. The method of Contractor Selection has not been Determined at this time.
