Site work for a water / sewer project in Montague, California. Working plans call for site work for a water / sewer project.
**As of December 21, 2022, bids were rejected. No definite date for the rebid.** Furnishing of all labor, material (except for shotcrete), permits, disposal of construction debris and all else necessary for the project. There is no requirement or preference made to those who attend the bid-opening meeting. The Board of Directors will select the successful bidder at a Special meeting December 15, 2022 at 6 PM at the District Office. This project will line approximately 6,000 feet of MWCD s main canal with shotcrete where significant transmission or delivery loss occurs to improve water supply reliability for agriculture, municipal users and enhance instream conditions to benefit salmonids. Site preparation will include improving access on existing maintenance roads to provide access for concrete trucks and significant grading and shaping approximately 6,000 of main canal to achieve desired canal shape and slope, installations of specified canal liner and application of shotcrete on 6,000 of canal. A mandatory bid tour will be scheduled for December 13, 2022 for interested bidders. Call the MWCD office at 1-530-459-3371 with contact information for the tour and bid packet material. The successful bidder must be a responsible contractor. Any contractor that does not meet the minimum criteria or fails to comply with the verification requirements is not a responsible contractor and not eligible to be awarded a construction contract. Responsible bidders must be able to provide experience and references of similar canal shaping and lining work. The project completion date for work described is March 31, 2023. Montague Water Conservation District reserves the right to reject any and all bids, to waive irregularities and informalities therein, and further reserves the right to award the contract to the best interests of the Montague Water Conservation District Bidders will need to submit a Certificate of Insurance for Comprehensive or Commercial General Liability Insurance in the amount of Two Million Dollars ($2,000,000.00) per occurrence Automobile/Motor Liability Insurance with a limit of liability not less than One Million Dollars ($1,000,000.00) Workers Compensation Insurance, as required by the California Labor Code, with statutory limits, and Employers Liability Insurance with a limit of no less than One Million Dollars ($1,000,000.00) per accident for bodily injury or disease. Said policy shall contain, or be endorsed to contain, a waiver of subrogation against MWCD and HUMBOLDT COUNTY and its agents, officers, officials, employees and volunteers. Professional Liability Insurance Error and Omission Coverage including coverage in an amount no less than Two Million Dollars ($2,000,000.00) for each occurrence (Four Million Dollars ($4,000,000.00) general aggregate). Said insurance shall be maintained for the statutory period during which CONTRACTOR may be exposed to liability. This is a Public Works Project funded through the Department of Water Resources Urban and Multi-benefit Drought Relief Grant; CA Prevailing wage rates and CA Labor Laws will apply. Pursuant to CA Labor Code 1725.5 all contractors and subcontractors must be currently registered and be in good standing with the Department of Industrial Relations to be listed on a bid and work on a public works project. All contractors must electronically submit their payroll to the Department of Industrial Relations and submit their payroll to the Prime Contractor. All contractors and subcontractors working on this project must keep certified payroll records in accordance with Labor Code 1776. Additionally, each contractor must submit copies of their DAS 140 s, DAS 142 s, Fringe Benefit Statements, certified payroll and proof of monthly training fee payments. In accordance with Labor Code 1720, the Division of Labor Standards and Research has determined the general prevailing rates or wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in section 1773.8. Holiday and overtime work, when permitted by law, shall be paid for at a rate of at least one and one-half times the above specified rate of per diem wages, unless otherwise specified. It shall be mandatory upon the Contractor herein and upon any Subcontractor to pay not less than the said specified rates to all laborers, workers and mechanics employed by them in the execution of the Agreement pursuant to CA Labor Code 1774. Attention is directed to the provisions in section 1777.5 and sections 1777.6 of the Labor Code concerning the requirement to employ apprentices by all Contractors and comply with the provisions outlined in CA Labor Code 230.1. The Contractor shall comply with and shall cause his subcontractors to comply with all laws and regulations governing the contractor s and subcontractor s performance on this project including, but not limited to: anti discrimination laws, workers compensation laws, and prevailing wage laws as set forth in CA Labor Code, Sections 1720-1861 et seq. and licensing laws, as well as Federal Labor Standards set forth in the Davis-Bacon Act (40 USC 276(a-a5), the Copeland Anti-Kickback Act (40 USC 276 ; and the Contract Work Hours and Safety Standards Act (CWHSSA) (40 USC 327-333). The contractor is required to include the prevailing wage language in all subcontracts pursuant to CA Labor Code 1775(E)(b)(1). The Contractor shall post, at appropriate conspicuous points on the site of the Project, a schedule showing all the determined general prevailing wage rates.
