Site work and renovation of a civil project in Winnetka, Illinois. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
Questions regarding the drawings and Specifications shall be directed to the Assistant Director of Finance, Anthony Vasquez, in writing, or by email at avasquez@winnetka.org. Questions received less than four days prior to the time of opening of bids will not be answered. Addenda will be placed on the Village's website. It is the responsibility of the potential Vendor/CONTRACTOR to frequently check this website for any future addenda. Vendors/CONTRACTORS will be required to submit all addenda acknowledgment forms with their bid submittals. The work consists of excavation for an above ground stormwater storage facility in the Forest Preserve District of Cook County Hibbard Preserve of approximately 74 acre-feet in volume, box storm sewers ranging from 8-ft. by 4-ft. to 12-ft. by 5-ft., various water main replacement and storm sewer extensions, earthwork grading, and final restoration. Bid Security: Bids must be accompanied by a bid deposit of at least 10% of the total bid amount. Bid deposits may be in the form of a bid bond, cashier's check, money order or bank draft. Performance Bond: The successful bidder shall be required to provide a Performance Bond of 100% of the total Contract amount. Payment Bond: The successful bidder shall be required to provide a Payment Bond. Insurance: Upon award of the Contract, the successful bidder will be required to furnish certificates and policies of insurance as required by the Specifications. Prevailing Wage Rates: Bidders will be required to comply with all laws, including the Illinois Prevailing Wage Act (820 ILCS 130/0.01 et seq.), as ascertained by the Village or by the Illinois Department of Labor for Cook County, Illinois. Funding Requirements: Any Contract or Contracts awarded under this Advertisement to Bid are expected to be funded in part by the Coronavirus State Fiscal Recovery Funds from the Illinois Department of Commerce & Economic Opportunity. Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this Advertisement to Bid or any resulting Contract. The Contract award will be subject to regulations contained in the Employment of Illinois Workers on Public Works Act (30 ILCS 570), IL Works Jobs Program Act (30 ILCS 559/20.1), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This Contract award is also subject to the (loan/grant) recipient's policy regarding the increased use of disadvantaged business enterprises. The (loan/grant) recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained and set forth in 41 CFR 60-4. Employment of Illinois Workers: If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An "Illinois laborer" is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. Disadvantaged Business Enterprise Program: Bidders will be required to comply with the business enterprise program practices for minority-owned businesses, female-owned businesses, and businesses owned by persons with disabilities of the Business Enterprise for Minorities, Females and Persons with Disabilities Act, 30 ILCS 575/0.01 et seq, and the equal employment practices of Section 2-105 of the Illinois Human Rights Act (775 ILCS 5/2-105). Illinois Works Jobs Program: Bidders will be required to comply with the Illinois Works Apprenticeship Initiative (30 ILCS 559/20-20 to 20-25) and all applicable administrative rules (see Illinois Administrative Code Part 680). The goal of the Illinois Works Apprenticeship Initiative is that apprentices will perform either 10 percent of the total labor hours worked in each prevailing wage classification or 10 percent of the estimated labor hours in each prevailing wage classification, whichever is less. Prequalification Requirements: Any Bidder shall submit a Sworn Work History along with its sealed bid. The Sworn Work History shall contain a list of all similar public projects completed by the bidder within the last 3 years, including the name of the public body for which the work was performed, a description of the work, the Contract amount, and the name and phone number of a contact person for each project. The Village reserves the right to reject any or all bids in whole or in part, to waive or not to waive informalities therein, and accepting the bid considered to be in the best interest of the Village of Winnetka.
