Provide solid waste transport and disposal services to Hanover County. The Contractor shall provide all labor, personnel, materials, equipment, tools, transportation and supervision necessary for solid waste transport from the Transfer Station Facility (facility) to a permitted disposal facility. Services shall be provided on a daily basis, except for designated holidays. Transport vehicles and waste handling equipment shall be compatible with the Transfer Station Facilitys design and construction. The County currently has contracts for these services that will expire December 31, 2023. Period of Contract: From January 1, 2024 through December 31, 2033 (Renewable) All inquiries for information should be directed to: Steven Rusch, Purchasing Division Director, (804) 365-6103 or skrusch@hanovercounty.gov and must be received no later than five (5) working days before the due date In compliance with this Request for Proposal and to all the conditions imposed therein and hereby incorporated by reference, the undersigned offers and agrees to furnish the goods/services in accordance with the attached signed proposal or as mutually agreed upon by subsequent negotiation The County reserves the right to separate materials for recovery or recycling, including but not limited to: clean wood, inert waste, metals, OCC, reusable items, misc. recyclables. The Contractor shall secure and pay for all permits, governmental fees and licenses necessary for the proper execution and completion of the Contractors work which are legally required prior to and during the work, including software licenses or other intellectual property permissions, unless otherwise specified by the County It is understood and agreed by the Offeror that time is of the essence in the delivery of services. In the event these services are not delivered by the date specified there will be deducted, not as a penalty but as liquidated damages, a sum per day to be agreed upon during negotiations for each and every calendar day of delay beyond the time specified; except that if the delivery be delayed by any act, negligence, or default on the part of the County, public enemy, war, embargo, fire, or explosion not caused by the negligence or intentional act of the Contractor or his supplier(s), or by riot, sabotage, or labor trouble that results from a cause or causes entirely beyond the control or fault of the Contractor or his supplier(s), a reasonable extension of time as the procuring public body deems appropriate may be granted. Upon receipt of a written request and justification for any extension from the Contractor, the County may extend the time for performance of the contract or delivery of goods herein specified, at the Countys sole discretion, for good cause shown. The successful Bidder shall deliver to the County executed Performance and Payment Bonds (AIA form A312), each in the sum of the estimated contract amount for the first six (6) months of the upcoming year, with the County as obligee. The surety shall be a surety company or companies approved by the State Corporation Commission to transact business in the Commonwealth of Virginia. No payment shall be due and payable to the Contractor, even if the contract has been performed in whole or in part, until the bonds have been delivered to and approved by the County. This contract may be renewed by the County upon written agreement of both parties for two (2) successive five-year periods, under the terms of the current contract, and at a reasonable time (approximately 90 days) prior to the expiration
